Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Administration and Planning Division is responsible for the management and oversight of administrative and operational services for the agency. This includes the daily management of the Office of Financial Management, the Office of Purchasing and Contracts, the Office of Operational Services, and the Office of Diversity and Inclusion.
The Office of Purchasing and Contracts serves as the central procurement unit entrusted with overseeing the procurement of goods and services on behalf of the Department of Finance. This office handles the management of the department’s current contract portfolio, including the vital responsibility of ensuring compliance with DOF’s Minority and Woman-Owned Enterprise (M/WBE) program in accordance with the requirements of New York State Law, the New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board (PPB) Rules.
The Office of Purchasing and Contracts is seeking an experienced and highly motivated manager to serve as a Director of M/WBE Purchasing and Coordination. The Director will supervise and oversee the coordination, planning and implementation of DOF procurement activities from initiation to registration of contracts/purchases, utilizing various procurement methods, including but not limited to M/WBE Small Purchasing. Reporting to the Deputy Agency Chief Contracting Officer, the selected candidate's responsibilities will include but not be limited to:
- Manage and review daily activities of staff for effectiveness, efficiency, accuracy, and compliance with established rules/guidelines; prepare and monitor weekly reports.
- Draft/review procurement documents to ensure conformity to Agency's requirements and City mandates.
- Interact with department heads on project planning & development of procurements.
- Coordinate with program personnel to ensure that user needs are satisfied in a timely, cost-effective manner, and that technical specifications are in compliance with all applicable regulations.
- Interact with vendors, for negotiation of terms & conditions, pricing, and ensure that procurement documents are clearly understood by vendors/contractors.
- Consult with and advise superiors and program personnel on procurement policies and on any problems relating to the procurement of goods and services.
- Enforce and monitor compliance with requirements of City's PPB Rules, New York City Charter, M/WBE Development Program, Citywide Insurance requirements for vendors, and contractor performance evaluations by DOF project managers.
- Liaise with DOF Budget team, DOF Legal team, MOCS, OMB, Law Department, Comptroller's Office, SBS, M/WBE Compliance team as needed to complete Agency procurements.
- Analyze existing procurement processes to determine the potential for efficiency improvements.
- Assist with special projects as assigned.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
Preferred Skills
- Strong knowledge of New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board Rules. - Strong familiarity with all procurement methods, from Direct Orders to RFPs. - Experience with City's procurements systems, such as PASSPort, FMS, & DMSS. - Effective, clear, and persuasive oral and written communication skills. - Strong organizational skills. - Ability to adapt to a fluid work environment and changing needs and priorities.

New York City residency is generally required within 90 days of appointment.
