Job Description
The First Deputy Commissioner manages the Property, Audit, Employee Services, Information Technology, and Tax Policy divisions, coordinates those divisions’ work with other DOF offices, and oversees agency-wide initiatives assigned by the commissioner.
The First Deputy Commissioner's Office seeks a dynamic, experienced Project Lead to be responsible for various selected assignments. The selected candidate will report to the First Deputy Commissioner and manage a wide range of projects from beginning to end, that are designed to promote the agency's efforts to use data analytics as a crucial tool to improve agency operations and customer service, and to evaluate policy decisions and options. The selected candidate will also implement process improvements in the agency's business units.
Responsibilities include, but are not limited to the following:
- Work with the agency's Business and Technology units to identify efficiencies, reduce errors, avoid unnecessary costs, and improve service to external customers.
- Serve as the primary contact in the organization for assigned projects and coordinate with various business units for all project needs.
- Conduct studies of organizational and operating problems, to make recommendations for improvement.
- Assist in defining policies, procedures, and controls, to advance data quality.
- Prepare relevant briefs, presentations, and reports.
- Champion change, drive awareness and communicate impact at all levels.
- Monitor, measure, and report on quality and improvements.

Minimum Qualifications
A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.
Preferred Skills
-Possess a master's degree from an accredited college in one of the following fields: Economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field. -Exceptional critical thinking and solid problem-solving skills. -Strong interpersonal, diplomatic, verbal and written communication skills. -Expertise in MS Office Suite including Word, Excel, PowerPoint, Access and Outlook.
