The Division of Real Estate Services (DRES) in the Department of General Services is seeking an Owned Real Property Manager to lead our Owned Property team. DRES supports state departments, agencies, and institutions and their public missions by providing high quality real estate that is cost-effective and functionally efficient. DRES also manages the Commonwealth's broad real estate portfolio, ensuring compliance with applicable laws, policies, procedures, guidelines, and best practices.

The Manager of Owned Real Property supervises a team of Transaction Managers within DRES. Under this position's leadership, the Transaction Managers serve as liaisons with assigned client agencies, providing effective leadership and direction in developing and achieving strategic goals for acquisition, use and disposal of real property. Our Owned Real Property Manager also directly manages the more difficult and visible real estate transactions.

Job duties and responsibilities include, but are not limited to:

  • Manage a team of Transaction Managers to ensure quality and timely support to client agencies.
  • Provide expert advice and assistance in acquisitions and conveyances of real estate and real estate interests.
  • Partner with client agencies to understand their real estate goals and objectives in order to offer strategic real estate services designed to meet client current and future needs.
  • Effectively communicate and coordinate acquisition and conveyance requirements with the Office of the Attorney General.
  • Perform and document financial analyses of transactions to evaluate and present alternative courses of action, to verify if leases are correctly identified as capital or operating, and to forecast the costs of the transaction over the term
  • Understand and communicate with clients the requirements for appraisals, surveys, title searches and insurance, environmental reports and other diligence and feasibility documents.
  • Coordinate solicitation for and selection of property and facilities for which new leases and acquisitions are being sought.
  • Maintain timely and accurate information for on-going transactions in COVA Trax.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.

Minimum Qualifications

  • Knowledge of principles, practices, laws, policies, and guidelines pertinent to the conduct of real estate transactions by departments, agencies, and institutions of the Commonwealth of Virginia.
  • Experience with strategic planning and leading professional staff.
  • Experience negotiating and managing acquisition and disposal of commercial real estate interests from start to finish, including fee interests and commercial leases.
  • Experience analyzing commercial real estate transaction financials and documents, including lease and license documents, title reports, surveys, property descriptions, appraisals, and environmental surveys and reports.
  • Ability to perform financial analysis necessary for complex real estate transactions, including comparing offers and for projecting future and life cycle costs.
  • Experience in procuring and reviewing third party reports for appraisals, surveys and title work.
  • Understanding of architectural and MEP drawings and construction methods and materials.
  • Ability to act decisively and accurately in advising and assisting client agencies and in managing staff.
  • Strong verbal and written communication skills, including the ability to effectively present ideas and concepts to co-workers, agencies, managers, and vendors.
  • Solid analytical and organizational skills and ability to multi-task.
  • Experience using PCs, including word processing, spreadsheets, and real estate management software.
  • Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment).

Additional Considerations

  • Ability to manage a real estate portfolio of 40-50 transactions.
  • Ability to understand and work through multiple complex real estate transactions.
  • Ability to manage multiple priorities within a fast-paced environment while supervising staff, particularly in a team environment.
  • Experience performing in a highly automated complex, mutli-divisional, or multi-agency environments.
