Duties As a Public Health Analyst (Policy) you will : Perform independent public health policy research, and or public health public evaluation, as well as other programmatic activities to further organization's goals and objectives.Develop and maintain systems to analyze complex and highly visible actions such as public health legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of policy with the potential to impact the activities of the division and center.Cultivate and maintain relationships with other organizational units within CDC including other national centers, and offices within the CDC Office of the Director including CDC Washington, Office of Budget Policy and Appropriations, and others; other Federal agencies and quasi-governmental groups such as the CDC Foundation; and other key partners including national and international organizations, as well as others in the public sector.Manage the processes for the establishment and tracking of the organization's goal setting efforts and is responsible for the overall completeness and quality of a comprehensive plan.Coordinate complex evaluation tasks such as the application of agency, department, and / or government wide evaluation efforts including PART or other inquiries, audits, or reports conducting by the Department, CRS, or GAO, and is responsible for ensuring completeness and quality of the organizations' submissions to these efforts.Prepare written analytic reports in support of major strategic planning and evaluation programs and initiatives for use by the organization's leadership including top management; as well as members of the leadership team at CDC, DHHS, and other federal agencies; state and local public health and environmental protection agencies; and other key partners.Provide analysis and synthesis in support of those responsible for answering Congressional and constituent organization requests, including controlled correspondence, telephone, and other immediate requests that are highly sensitive and complex, and ensures that responses are consistent with the organization's mission and goals.Requirements Conditions of EmploymentDue to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ : US Citizenship required.Males born after December 31, 1959 must be registered or exempt from Selective Service (see ).May be subject to a Background / Security Investigation. Security clearance level may differ from the position announced when certificates are shared.CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.Direct deposit is required.One-year probationary period may be required.This position may be subject to a Collective Bargaining Agreement.Time in grade (TIG) must be met within 30 days of the closing date of the announcement.This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. Qualifications All qualification requirements must be met by the closing date of the announcement.Minimum Qualifications : To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience : developing public health scientific policy guidance documents; analyzing and interpreting policy matters related to public health issues; and advising executive leadership team on matters related to public health policies.Experience must provide evidence of the following : Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. An official transcript will be required if you are selected.College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
