Duties As a Supervisory Public Health Advisor you will : Serve as the Associate Director for Policy, Planning and Partnerships (ADPPP) in the Division of Overdose Prevention providing leadership in legislative affairs, partnership development, health policy analysis, and planning, evaluating and implementing projects related to public health.Serve as the senior program advisor and Department lead for the Centers for Disease Control (CDC) and Health and Human Services (HHS) on substance use, misuse, and abuse, associated disorders, and resulting public health and safety problems created.Coordinate federal, state, local, and tribal efforts to promote a public health approach to addressing substance use, misuse, and related disorders.Translate emerging science into evidence-based practice and communicate effective strategies to key high level stakeholders.Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities.Requirements Conditions of EmploymentDue to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ : US Citizenship is required.Males born after December 31, 1959 must be registered or exempt from Selective Service (see ).May be subject to a Background / Security Investigation. Security clearance level may differ from the position announced when certificates are shared.One-year probationary period may be required.This position may be subject to a Collective Bargaining Agreement.Time in grade (TIG) must be met within 30 days of the closing date of the announcement.Candidates must have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities. A supervisory probationary period may be required. Applicants should describe any previous experience or responsibilities which could be used in relation to the supervisory requirements of this position.This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result. Qualifications All qualification requirements must be met by the closing date of the announcement.Minimum Qualifications : To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience : providing expert leadership in legislative affairs, partnership development, health policy analysis, and planning, implementing and evaluating projects related to public health.Experience must provide evidence of the following : Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.Knowledge of a specialized public health program.Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
