This position requires the incumbent maintain consistent and regular attendance; communicate effectively (orally and in writing) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures regarding attendance, leave, and conduct.
The HPD Medi-Cal Research Specialist will serve as a lead for complex, large-scale, research and data quality assessment projects for the Department of Health Care Services (DHCS), including data from the HPD system and the DHCS data warehouse (the Management Information System/Decision Support System, or MIS/DSS). The incumbent provides quality research, data analysis, and evaluation; develops specifications and other documentation related to data measures, data management, publication, and reporting; conducts statistical and econometric analyses using various specialized healthcare payment data sources; and leads the development of metrics, specifications, and data files that may include confidential patient data.
The incumbent must demonstrate strong analytic, statistical, data governance, organizational, and communication skills, as well as an expertise in data quality assessment/assurance processes, statistical sampling, statistical analysis, and research methodologies in an applied research setting. The incumbent must also have demonstrated experience using SAS, SQL/Microsoft Business Intelligence (BI), and ArcGIS, advanced Excel and/or similar software. Experience with healthcare claims, Medi-Cal, Medicare, and/or HCAI data are preferred.

Working Conditions
This position will physically report to the Department of Health Care Services at 1700 K Street, Sacramento, CA 95811 through 6/30/2025. Beginning 7/01/2025 this position will report to HCAI.
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California.

Desirable Qualifications

- 2 years experience with healthcare data including querying and extracting data to create large datasets and summary tables and analyzing and reporting data.
- 2 years experience with healthcare claims, Medi-Cal, Medicare.
- Knowledge and Experience with data linkage
- Knowledge of data management and data governance principles
- Knowledge or experience with data de-identification
