About this Role:

The Population Health Management Division (PHMD) plays a pivotal role in designing and driving implementation of DHCS' flagship California Advancing and Innovating Medi-Cal (CalAIM) initiative. PHMD is part of DHCS' Quality and Population Health Management Program (QPHM) and, as a two-year old division, operates as a startup within DHCS. PHMD is recruiting an advanced Health Program Specialist II (HPS II), serving as a team member for the Population Health Management (PHM) Policy Section responsible for PHM policy development, implementation, and monitoring. The HPS II will ensure high-quality program administration; monitor and successfully complete multiple workstreams simultaneously; enable DHCS' managed care partners to implement PHM policy with the greatest possible fidelity; and, where appropriate, improve the existing PHM policy for achieving CalAIM goals and outcomes.

This position is eligible for remote hybrid work. Employee may need to report to the Sacramento offices no more than twice a week.

Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California.

Statement of Qualifications:

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.

The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.

The SOQ must be typed in 11-point font, single-spaced, on letter-sized paper (8.5" x 11"), and be no more than two (2) pages in length.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Master of Public Health or Master of Health Administration,
  • Experience with quality improvement.
  • Experience health equity programs.
  • Complex major health programs or projects including: development, research, coordination, execution, evaluation, and monitoring.
  • Training and experience in common quality improvement methodologies such as Plan Do Study Acts, Lean-Six Sigma or Results Based Accountability.
  • Experience analyzing proposed legislation, regulations and/or implementing new health care policy.
  • Ability to work collaboratively and productively with both clinical and non-clinical staff throughout the organization.

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. The amount of telework is at the discretion of the Department and is subject to change.

The selected candidate will be reporting to the Sacramento based office at a minimum of 2 days perweek on their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
