Be a Strategic Force in California’s Health Technology – Senior IT Contracts Specialist (IT Specialist II)

As a Senior Contracts Specialist in the Information Technology Contract Services Section (ITCSS) at the Department of Health Care Services (DHCS), you won’t just be managing contracts — you’ll be helping shape the technology behind critical health programs that serve millions.

In this pivotal IT Specialist (Superseding) II role, you’ll serve as a key advisor and subject matter expert across the Business Technology Management and Project Management domains. You’ll take the lead on highly technical and complex IT procurements — crafting solicitations, contracts, amendments, and documentation that align with state and federal requirements. Your work ensures DHCS secures the best, most effective IT services and solutions available.

What You’ll Do:

  • Ensure that purchases are aligned with all the duties and responsibilities prescribed in the State Contracting Manuals issued by the Department of General Services (DGS), the Statewide Information Management Manual (SIMM) from the California Department of Technology (CDT), Public Contracting Codes, Government Codes, federal statutes, and DHCS’ IT strategy and standards.
  • Develop highly and complex solicitations, contracts, amendments, and other related contractual documents.

Working Conditions

Work Location & Telework Information:
This position currently follows a hybrid telework schedule. Employees are expected to report to the headquarters office twice a week, with in-office days determined by your manager in alignment with Department of Health Care Services (DHCS) guidelines.

Occasional additional in-office attendance or travel may be required to support the needs of Enterprise Technology Services (ETS) or to participate in mandatory meetings. Please note that remote work status is subject to change based on departmental needs and policy updates.

    • Describe your experience with providing expert-level consultation to contract managers to develop the Statement of Work and other procurement documents. Provide details on how you assisted with the development of the various solicitation documents.

Testing and Exam Information

**IMPORTANT**
Candidates must ensure they have the experience and/or education for the minimum qualifications (MQ) prior to taking the exam for this classification. Please ensure you met and exceeded the required time when using experience to meet the MQs. For example, one year of experience would be January 1, 2023 through January 1, 2024. Taking the exam prior to January 1, 2024, would result in you not meeting the MQs. You may not round up your time and should not take the exam prior to meeting the full required experience. Taking an exam prematurely will make you ineligible. You may be subject to a penalty period that could be up to one year.
