About this Role:
If you are motivated to make a difference in people’s lives and lead others in that same goal, there is currently an opportunity to join the Department of Health Care Services (DHCS), Quality and Health Equity Division (QHED) Team.
DHCS has made great strides in our commitment to the important work of advancing high quality, equitable care for Californians. QHED is hiring for staff to lead clinical quality, health equity, and population health work focused on data-driven quality enforcement and clinical quality monitoring.
Within QHED, the Quality & Health Equity Evaluation and Monitoring Branch is responsible for program evaluation and monitoring of DHCS’ efforts to improve health equity and the quality of care our beneficiaries receive. The Quality Enforcement Section is responsible for managing our clinical quality monitoring and enforcement efforts. The MC II (S) will supervise a team consisting of Nurse Evaluators, Medical Consultants, Health Program Specialists, Consulting Psychologist, and Analysts. The MC II (S) will be the clinical lead to develop, amend, communicate, and implement activities to drive improvement in the quality of care delivered throughout the Medi-Cal delivery systems to improve health outcomes and health equity. The MC II (S) will provide support for quality improvement, health equity, and medical policy implementation. The MC II (S) will also serve as a Subject Matter Expert (SME) for quality and equitable practices for all Medi-Cal beneficiaries and support for other QPHM policies, processes, and initiatives as needed.

Statement of Qualifications Requirement Section
The SOQ must be typed in 12-point font, single-spaced, on letter-sized paper (8.5" x 11"), and be no more than two pages in length.

Desirable Qualifications
Knowledge of:
- Principles and practices of general medicine and preventative medicine, with specific reference to behavioral health, including extensive expertise in addiction medicine and specialty mental health services; the Drug Medi-Cal (DMC), Drug Medi-Cal Organized Delivery System (DMC-ODS), and County Mental Health Plans (MHP) programs; and
- Interrelationships of Federal, State, and local public health laws, regulations, and requirements, particularly as it relates to Medicaid.
- Significant experience in quality measures and development of measurement strategies
- Skills within informatics, data science, statistics, and data visualization
- Lead and serve as a subject matter expert over multiple highly sensitive and high priority programs Department.
- Direct the work of medical consultants and other staff.
- Interpret and apply the medical policies standards, rules, and regulations of the Department’s programs.
- Evaluate the quality and scope of medical services provided by the Medi-Cal Program
- Analyze situations accurately and take effective action.

Telework Information
The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. This position may be eligible for telework up to five days a week, contingent on operational business needs. The amount of telework is at the discretion of the Department and is subject to change.
The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.
Business travel may be required, and reimbursement considers an employee’s designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
