    Duties

    This position is located in the U.S. Department of Homeland Security (DHS) Headquarters, Office of Strategy, Policy, and Plans (PLCY), Counter Terrorism, Threat Prevention, and Law Enforcement Policy (CTTPLE), Counter Transnational Organized Crime (CTOC) team. DHS PLCY provides policy development and coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental leaders to facilitate decision-making and other critical matters that may arise in a dynamic homeland security environment. PLCY is responsible for strengthening our Nation's homeland security by developing DHS-wide policies, programs, and plans to promote and ensure quality, consistency, and integration across all homeland security missions. Within PLCY, the CTTPLE / CTOC section is responsible for developing, coordinating and prioritizing DHS policies, programs, and resources to address illicit activities of transnational criminal organizations, including the illegal movement of weapons and drugs, human smuggling, human trafficking, wildlife trafficking, and online child sexual exploitation and abuse, while aligning these efforts with DHS and broader federal government strategies.

    The DHS Senior Victim Centered Approach Official (VCA Official) will be responsible for assisting with the development, coordination, and integration of DHS strategies, programs, and policies related to Homeland Security Mission 6 - Combat Crimes of Exploitation and Protect Victims, and support efforts to align these activities within DHS and broader federal government strategies. The VCA Official will primarily be responsible for developing victim-centered approach strategies, programs, and policies and will support or assist with efforts related to combating human trafficking, online child sexual exploitation and abuse, and labor exploitation.

    The VCA Official will shape what the victim centered approach means for DHS, will establish PLCY as the coordinator for the Department on the victim centered approach, and will assess the Department's infrastructure of personnel and resources to implement the victim centered approach. The VCA Official will work across DHS Components and Offices to institutionalize the Department's efforts in implementing a victim centered approach. This includes ensuring execution of Components' plans, providing Components technical assistance, as well as helping Components overcome implementation challenges. The VCA Official will serve as the primary advisor to senior PLCY and DHS leadership on victim-centered approach matters.

    In addition to the aforementioned VCA Official-specific duties, the VCA Official will be responsible for assisting in coordination with interagency stakeholders as well as State, Local, Territorial, Tribal, and foreign partners to resolve victim-centered approach and crimes of exploitation program issues concerning policy, operational, legal, legislative, budgetary, privacy, public and international affairs.

    The VCA Official will evaluate existing policies and assess new recommendations while taking into account the nationwide impact of the policies and all related and resulting programs. The VCA Official will support the Crimes of Exploitation Director, CTOC Principal Director (PD) and CTOC Deputy Assistant Secretary (DAS) in developing proposals on matters within the scope of CTOC responsibilities and may represent the DAS at high-level meetings, conferences, and symposia, ascertaining issues and concerns of stakeholders and building support for policy proposals on transnational organized crime issues, with an emphasis on those involving the victim-centered approach and crimes of exploitation.

    The VCA Official will be responsible for planning and defining duties and responsibilities of subordinate working groups. Working with the PD and DAS to set priorities, prepare work schedules, make assignments and review work completed. The VCA Official may be asked to perform other duties as assigned.

  • Qualifications

    Qualifications required :

  • Experience providing leadership in developing, articulating, and advocating policies and strategies related to crimes of exploitation - human trafficking, online child sexual exploitation and abuse, and / or labor exploitation - and victim protection.
  • Experience in developing and coordinating US Government policies and programs, strategic planning, and starting large-scale collaborative, multidisciplinary initiatives involving a multitude of stakeholders.
  • Demonstrated leadership managing homeland security strategy, policy, or planning across the Federal government, the White House, international partners, and Congress and other oversight organizations. Supervisory experience is preferred.
  • Experience identifying and proposing solutions to complex issues for senior executive leadership and taking on sensitive issues for resolution.
  • Experience in victim-related fields, such as direct services and victim protection policy, and in developing, drafting, analyzing, and leading policy proposals related the victim-centered approach.
  • Experience providing exhaustive subject matter expertise / technical advice / consulting support to senior executive leadership specific to crimes of exploitation, federal victim assistance, crime victim rights and protections, and victim-centered approaches.
  • Experience serving as an expert analyst and / or advisor to executive management on a major mission or administrative program and when representing an Agency.
  • Demonstrated established relationships with law enforcement, non-governmental organizations, victim service providers, survivors, DHS Components and Offices, and federal interagency partners.
