About the Office of Financial Services
The Office of Financial Services (OFS) operates as a shared financial service for ODHS and OHA. OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules, and regulations. The size, scope, and complexity of the financial structure of these agencies is the most complex in the State of Oregon. Currently OFS has approximately 150 full-time equivalent employees responsible for more than 20 financial systems and millions of dollars processed each week.
The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury and Account Reconciliation for ODHS and OHA.
Summary of Duties
As an Accounting Technician, you will:
As the Accounting Technician, you will examine accounts for reconciliation and basic reporting and interpretation of accounting records. You will be responsible for standard accounting systems operations, accounting structures, internal controls, and financial reporting with limited complexity. May provide guidance to accounting technicians. This position applies standard accounting knowledge to integrate decisions and individual relationships with total agency or statewide accounting objectives. Work of standard complexity, such as modifying simple accounting systems or subsystems.
  • Financial Transactions: Ensure financial documents are complete, accurate, and have proper authorizations. Diagram the flow of a transaction through an accounting process using debits and credits to decide if the more complex accounting entries are correct. Review errors and edits to isolate problems and decide how to resolve them.
  • Maintain Accounting Records: Review and process contested or complicated financial transactions. Perform verification of computer uploads to accounting records for accuracy. Process transactions, including adjustments and biennial closing entries. Resolve discrepancies in computer edits and account balances.
  • Reporting: Prepare financial and statistical reports, such as statements of cash receipts and disbursements, accounts payable, accounts receivable, supporting schedules, profit and loss statements, and other detail and summary reports pertinent to the operation of the agency.
Minimum Qualifications
  • Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR
  • One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits
  • AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2;
  • OR at least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
  • NOTE: Training or experience must include using a computer to enter, update, or retrieve information.
  • Official/unofficial transcripts (verifying the date and degree conferred, as well as the 12 semester or 18 quarter units from among the above accounting courses) are not mandatory to submit during the application process, but you are highly encouraged to submit them. They will be used to assess if you fulfill the educational requirements. You must provide them when an offer is extended.

  • Proficiency in MS Excel: Functions such as sum, average, count and understand basic formatting, able to build simple formulas to calculate data, and have a basic understanding of pivot tables, basic understanding of macros.
  • Communication: Skill communicating with diverse groups, either verbally or in writing, to gather or exchange information or clarify and answer questions.
  • Reliability: To show people that one can be depended upon. A team needs to be able to rely on all members of the team to do their part.
  • Workload Management: The process of efficiently distributing and managing work across your team.

Working Conditions
  • This is a non-supervisory position in a typical office environment. Normal office hours.
  • This position may be a hybrid (partial) telework position. The ability to report to Salem will be required when training, business or operational needs are dependent on onsite activities.
