The Office of Financial Service is seeking Three (3) Operations and Policy Analyst. These positions act as the primary liaison for the Office of Financial Services working closely with key partners in the development and maintenance of the financial systems, providing consultative advice on the administrative, policy, programmatic and financial management aspects of ODHS/OHA. About the Office of Financial Services
The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules, and regulations.
The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury, and Account Reconciliation for ODHS and OHA.
The size, scope, and complexity of the financial structure of these agencies is the most complex in the State of Oregon. Currently OFS has approximately 150 full-time equivalent employees responsible for more than 20 financial systems and millions of dollars processed each week.
Summary of Duties
As a Financial Systems Project Liaison/Analyst, you will:
- This position has a unique role in the agency by working with other program-specific operation analysts to implement financial solutions across both ODHS and OHA.
- This, along with another position completing the same work, is the point of contact and is responsible for operational and policy changes as it relates to implementation of new state or federal programs, systems, and processes.
- This position requires extensive knowledge in complicated conceptual and analytical processes of automated transaction-based accounting applications and the integration and interrelationship of personal computer software programs and mainframe programming and posting logic crucial to automated transaction based financial processing.
- This position must understand detailed interrelations of current system processes, apply organization design principles and advanced generally accepted accounting principles, practices and theory to achieve strategic alignment, mitigate operational risk, and facilitate management decisions pertaining to new programmatic requirements, accounting and budgetary architectural and infra- structure design, organizational change with conflicting operational or service goals and objectives, transition activities, and training and implementation plans.
- You will be the point of contact and is responsible for operational and policy changes as it relates to implementation of new state or federal programs, systems, and processes.
- This position represents ODHS and OHA to outside entities including the Department of Administrative Services, Secretary of State Audits Division, and Treasury Department. Provide technical assistance to Department personnel as needed in areas of responsibility.
Minimum Qualifications
Seven years of professional-level evaluative, analytical, and planning work experience.
Finance, Accounting, Computer Science, Education in Business or Public Administration, Behavioral or Social Sciences, or a similar related degree will substitute for experience based on the following:
- Bachelor's degree in any of the listed areas substitutes for three (4) years of experience.
- Master's degree in any of the listed areas substitutes for four (3) years of experience.
- Doctorate degree in any of the listed areas substitutes for five (2) years of experience.
Essential Attributes: We are looking for candidates with:
Financial, Technical Systems: A strong understanding of accounting principles, financial processes, reporting requirements, basic understanding of accounting databases, and application functionality.
Government Accounting: Experience including sources of funds, cost segregation, and display of expenditures and revenues, and budgetary accounting.
Financial Applications: Strong understanding of accounting systems that record and analyze financial transactions.
Project Management: Ability to manage project timelines, deliverables, and dependencies effectively.
Analytical Skills: Ability to analyze data, identify potential issues, and propose solutions.
Collaboration Skills: Strong interpersonal skills to build relationships with stakeholders across different departments.
Communication Skills: Excellent ability to communicate complex technical concepts to non-technical users and vice versa.
Relationship Building: The ability to build strong relationships with both finance and IT stakeholders to facilitate collaboration.

Working Conditions
- Hybrid Work will be considered in filling this position. The ability to report to the Salem office will be required when training, business or operational needs are dependent on onsite activities.
- Requires good verbal and writing skills, knowledge of computer systems, ability to make formal and informal presentations to large and small groups, ability to meet rush deadlines requiring prioritizing/working under pressure.
- Requires frequent use of a PC, which includes repetitious hand movement.
- Works in close proximity with people and office equipment with frequent interruptions and distractions.
- Requires working with a wide variety of people, interpersonal contacts, and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.
- Employee may be required to use a state vehicle for conducting business so therefore must have a valid driver’s license and a good driving record or be able to provide an acceptable alternate method of transportation.
- Regular and consistent attendance is essential.
