We are currently hiring for two Investigator 3 positions. One will be supporting the southern part of the state to include Josephine, Jackson and Douglas Counties as well the southern coastal counties, and the other will be a screening position.
Summary of Duties
As an Investigator 3, you will:
- Identifies and locates alleged victims, alleged perpetrators, and witnesses to be interviewed. Reviews records or other evidence to be examined; may determine if circumstances warrant initiation or continuation of investigation.
- Ensure expedient and proper medical examination and treatment is provided and implementation of protective actions to minimize risks to individuals and/or the investigation.
- Obtain and preserve physical and document evidence using appropriate Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR).
- Determines when information and evidence obtained is sufficient to make a finding and close the investigation in accordance with OARs and ORS.
- Conduct interviews of parties with information pertaining to the investigation including staff, state employees, management staff, family members, individuals with disabilities, and children in therapeutic or school settings.
- Consults with experts as needed, examines and analyzes statements of individuals accused of abuse, other parties, witnesses, documentation including medical, personnel, business, financial and public records and other evidence to be used during investigation.
- Complete a detailed report with summary of all relevant evidence, conclusions regarding violations of administrative rule and recommendations to prevent further abuse. Forward findings to supervisor for review, approval, and further distribution; provides testimony and present findings of facts, including summation of witness’ statements and evidence available, conclusions and recommendations.
Minimum Qualifications
Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; examining records; locating and interviewing witnesses; and writing investigation reports sufficient for use at administrative hearings or in court. Examples of qualifying investigation experience are in areas such as law enforcement investigation or abuse investigation.
College-level courses in Law Enforcement, Criminal Justice, Law, Psychology, Social Services or other Human Services related coursework may be substituted on a year-for-year basis for up to one year of the required experience.

- Strong written and verbal communication skills.
- Proven investigative experience with vulnerable populations.
- Experience managing caseloads effectively and independently.
- Experience with conducting interviews and producing clear and accurate investigation records.

Working Conditions
- Investigations occur in licensed and unlicensed settings statewide.
- Frequent trips to and from facility and programs required. Generally, works alone with no on-site supervision.
- Overnight travel to other parts of the state may be required. Occasionally requires working unpredictable hours including evenings and weekends.
- Daily contact with individuals who have an intellectual and/or developmental disability, physical disability and/or mental illness or co-occurring disorder, some of whom may be physically aggressive. Frequent contact with hostile persons.
- Daily contact with union represented staff and/or union representatives.
- Frequent exposure to sensitive information and evidence, such as photographs and reports regarding abuse and neglect of vulnerable adults and children.
- The job involves gathering and reviewing detailed information about abuse, neglect, and trauma.
- Conducts investigations with an understanding of collective bargaining agreements and consults applicable provisions during case analysis.
