Join our Refugee Program Unit as an Analyst!
We are seeking a talented individual to serve as a Refugee Sponsorship Coordinator for the Self Sufficiency Program’s Refugee Program Unit. This position assists the State Refugee Coordinator to administer, coordinate and develop a variety of refugee social services for children, adults, and families statewide to ensure physical, mental, emotional, and social well-being, and to connect them to additional resources in their geographic area.
What you need to qualify / Minimum qualifications
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four (4) years experience coordinating or administering a program; OR,
- Any combination of experience or education equivalent to seven (7) years of experience that typically supports the knowledge and skill requirements listed for the classification.
Essential attributes
We are looking for candidates with:
- Experience in contracts and budget management.
- Service monitoring, data collection, and report writing experience.
- Federal and State Refugee policy knowledge.
- Understanding and/or experience of the legislative process.
- Community Coordination experience within refugee communities and service providers.
- Excellent writing skills.

Your duties at a glance
- Participate in developing statewide program directives within the parameters set by the Department to meet state/federal requirements and legislative intent.
- Advise the Department on program impacts from state/federal legislative actions or proposed actions with detailed analysis and recommendation with the consideration of potential effects on program budget, operations, contracts, staffing levels, and service delivery.
- Research and analyze state/federal laws and regulations, court suits, hearing orders, audit findings, quality control findings, state/federal data reports and other information to identify policy requirements, options and conflicts.
- Provide consultation on the development of training materials, review and revise training materials, and provide training to ODHS staff and external partners and contractors as appropriate.
- Prepare and present recommendations on all aspects of program implementation and service delivery including program standards, monitoring procedures, program assessment, performance measures, budget and administrative controls, contract performance and corrective actions.
- Assist Secretary of State, federal agencies and other entities in audits by providing technical support for data research and interpretation.
- Independently research and respond to legislative inquiries, advocate correspondence, federal agency correspondence, community complaints and surveys from local and national organizations. Responses may include writing for the Director’s signature.
Working conditions
- Specific work hours are flexible, although most required meetings will occur between 8:00 am – 5:00 pm, Monday - Friday.
- This position is based out of Salem, Oregon with a hybrid or remote work option within the State of Oregon (surrounding Oregon border towns acceptable). Please note that the travel policy for hybrid and remote work models does not permit mileage nor travel reimbursement for staff traveling from their home to the central workplace.
- The ability to report to Salem or other ODHS facilities may be required when business or operational needs are dependent on onsite activities.
- Occasional weekend or evening work may be required.
- Requires frequent use of a PC, which includes repetitious hand movement.
- Requires working with a wide variety of people, interpersonal contacts and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.
- The use of outside resources such as Artificial Intelligence software during applicant skill assessments, examinations, and/or interviews is prohibited unless otherwise stated by the hiring agency. Unauthorized use of outside resources during the hiring process will result in disqualification.”
