We are hiring a SHIBA Field Services Trainer (Program Analyst 2) to join our Community Services and Supports Unit (CSSU) team. Summary of Duties
As a SHIBA Field Services Trainer, you will:
- Participate with the Program Coordinator in formulating and implementing SHIBA program policies and procedures.
- Identify long-range objectives, short-term operational goals, and develop operating plans for agency administrator regarding the SHIBA outreach, information and education.
- Draft program-related legislative concepts for review and recommends policy changes as necessary.
- Prepare handwritten and electronic reports, provide information on trends, and participate in special projects.
- Plan, design and present training curriculum, including PowerPoint presentations, training binders, and various handouts.
- Plan delivery of training, coordinating with other SHIBA Field Officers in order to meet community and program needs.
- Train SHIBA participants, volunteers, and the public in the areas of Medicare, Medicaid, Fraud/Waste/Abuse, Medicare Supplement Insurance, Prescription Drug Programs, Prescription Assistance Programs, Retiree Group Benefit Programs, Appeals/Grievances, Medicare Advantage Plans (HMO, PPO, PFFS, PACE), Long-Term Care Insurance and Financing Options, Advanced Directives, and other types of health insurance including the Oregon Health Insurance Marketplace.
- Represent the program in media interviews with local TV, radio and newspapers to market the program and raise awareness of the issues.
Minimum Qualifications
A valid driver’s license and acceptable driving record are required for this position or you must have an appropriate form of transportation.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
Essential Attributes
We are looking for candidates with:
- Knowledge of Medicare and insurance programs for adults of the age of 65 years old and older.
- Experience working with federal grants.
- Experience working with partner sites and volunteers and offer advice on program outreach.
- Experience coordinating multiple projects and priorities with quick deadlines.

- Your work will have a hybrid work format that may occasionally include community work and office work. Most of your work can be conducted remotely.
- Position will require statewide travel with rare frequency of overnight travel.
