The Information Technology (IT) Supervisor II plans, coordinates and directs the activities of the Procurement and Contracts Administration Section within the Business Technology Management Bureau (BTMB) in the Business Technology Management domain. Supervises all the day-to-day activities of staff who coordinate and control complex information technology and telecommunications acquisitions of goods and services through purchase, rental, lease, and service contracts.

Working Conditions
- Must be able to work in a high-rise building
- Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Based on California Code of Regulations section 599.673, candidates without prior state service will be placed at the minimum salary of the classification range.

Desirable Qualifications
- Extensive experience leading complex IT procurement solicitations (RFPs, RFOs, RFIs, RFQs) and drafting Statements of Work (SOWs) in collaboration with stakeholders.
- Comprehensive knowledge of state IT procurement and contracting processes, ensuring compliance with laws, regulations, and guidelines (PCC, GC, SAM, SIMM, SCM).
- Expertise in vendor evaluation, proposal selection, and conducting business/technical analyses to ensure compliance with specifications.
- Strong project management skills, with the ability to manage multiple procurement projects while meeting deadlines.
- Proficient in cost estimation, delivering procurement training, and adapting to shifting priorities in high pressure situations.

- Success in liaising with agencies like the CA Department of Technology, Department of General Services, and FI$CAL to ensure smooth procurement processes.
- Skilled in problem-solving, process improvement, and making informed procurement decisions with professionalism and discretion.
- Detail-oriented, ensuring compliance with state and federal regulations and maintaining accuracy in documentation.

Statement of Qualifications
A Statement of Qualifications (SOQ) is required to demonstrate your ability to present information clearly and concisely in writing. The SOQ is not a resume or cover letter and will be considered the first phase of the hiring process. It must be typed, no more than two pages, 11-point font, single-spaced, with 1-inch margins, and include your name at the top. It must respond to the statements below, with specific examples. 1. Describe your experience managing IT procurement processes, including developing solicitations, evaluating vendors, and overseeing contract management, focusing on successfully procuring technology solutions for government agencies. Explain how you ensured compliance with relevant California State procurement policies.
2. Outline your leadership experience in supervising and mentoring teams involved in IT procurement. Include your approach to managing cross-functional teams, ensuring efficient and timely processes. Provide examples of how you improved team performance, maintained accountability, and ensured compliance with policies and procedures.
