DutiesThis position is located under the Office of Field Operations - Programs, NCETR Explosives Research and Development Division in Huntsville, Alabama.Exercises full supervisory responsibilities and authority over Division personnel. Develops and implements Division or Branch policies, practices and procedures. Responsible for assessing, developing, and evaluating program goals, needs, operations, and accomplishments. Conducts short- and long-range planning for overall Division or Branch goals and objectives in response to changes in funding levels, policy changes or legislative changes pertaining to Division or Branch programs and projects. Plans, directs, coordinates, and oversees studies and surveys to evaluate Division or Branch programs and ensure efficiency and economy of operations. Submits recommendations and decisions that reflect effective analysis of laws and regulations, budgets, strategic plans, current year operating plans, staffing plans, work studies, and other pertinent material.Advises the Assistant Director and / or Deputy Assistant Director(s) on significant issues or matters pertaining to Division or Branch programs and projects, e.g., the impact of new technology, new initiatives, etc. Furnishes technical information and advice to Assistant Director and / or Deputy Assistant Director (s) in order to provide direction and uniformity in Division or Branch programs and projects.Directs the coordination of project and programs with management officials in other divisions within the Directorate, with management officials in other directorates at Bureau Headquarters, and with officials from the Department of Justice or other Federal, State and local law enforcement agencies. QualificationsTo qualify for GS-15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include : Applying in-depth knowledge of Federal explosives laws and regulations governing explosives statutes and related programs.Managing a diverse team of professional series employees : ANDRepresenting the Bureau in inter-agency meetings, conferences and ad hoc committees on Division issues and program initiatives; ANDDirecting the coordination of projects and programs with management officials in other divisions : ANDCommunicating with a high degree of effectiveness in order to formulate and present conclusions, explain, and interpret factual information, and ensure cohesive and cooperative work efforts.The Career Transition Assistance Plan (CTAP) provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
