INTRODUCTION
Non-Civil Service, Exempt; Full time position
The Unemployment Insurance Modernization Project is located within the State of Hawaii, Department of Labor and Industrial Relations, Unemployment Insurance Division, Program Development, Coordination and Evaluation Services (PDCES) office. PDCES develops statewide program plans, policies, budgets, and operating guidelines; coordinates uniform application and interpretations of policies and plans; coordinates the implementation of new programs and projects; develops manuals for and coordinates training; conducts evaluations on benefit and tax activities for compliance with federal criteria and develops plans to improve program performance and integrity; furnishes technical support and consultative services to the Program Development Officer and the Unemployment Insurance Administrator.
The purpose of the Unemployment Insurance Modernization Project is to successfully modernize the UI technological system. The Unemployment Insurance technological system is antiquated and will not be able to serve the community in times of high need. The Unemployment Insurance technological system must all be modernized to comply with new federal requirements, including requirements imposed by the Settlement Agreement imposed by the United States Department of Labor’s Civil Rights Center.
The primary purpose of the Unemployment Insurance Modernization Project Test Lead is to lead, guide, monitor, and participate in the execution of tests for the Unemployment Insurance Modernization system by developing and executing tests, defining the test scope, and deploying and managing resources for testing.
MAJOR DUTIES AND RESPONIBILITIES
A. Project Management Assistance (90%)
- Assist the Project Manager with tracking and scheduling project deliverables, milestones, required activities, tasks, dependencies, earned value, physical percent complete, resource allocations, and potential gaps.
- Assist the Project Manager with the coordination of meetings, and working sessions involving DLIR staff, implementation vendor staff, and other third-party vendors. Additionally, participates and documents meeting outputs to include actionable items, risks, issues, outstanding items, decisions, and other items requiring escalation.
- Assist the Project Manager with monitoring project progress by keeping track of forecasts, deadlines, analyzing the budget, and developing action plans.
- Drafts reports, summaries, and presentations. Coordinates opportunities for training and information gathering.
- Collaborates with others to establish metrics and measurement strategies to ensure that requirements and delivery are meeting the needs of the project.
- Maintains applicable status updates of the Requirements Traceability Matrix.
- Maintains applicable status updates of the Change Management Matrix.
- Maintains applicable status updates of the Risk Management Matrix.
- Provides the Project Manager the most current updates for project status reporting.
- Responds to inquiries from UI staff and vendors as needed.
B. Miscellaneous Duties (10%)
- Keeps abreast of events and activities that would impact the UI SEMP.
- Evaluates the impact of UI SEMP’s activities on the UI SEMP’s timeline, goals, and priorities.
- Performs other duties as assigned.
SALARY RANGE
$45,000 - $65,000 (depending on experience)

C. Education
- Graduation from a four-year college or university with a bachelor’s degree.

- Two or more years of work experience in a professional office setting, such experience must show the ability to understand, interpret, explain, and apply departmental policies, laws, regulations, and concepts; proven work experience demonstrating the ability to identify areas of improvement and to suggest practical solutions; proven work experience demonstrating the ability to work with senior management to recognize and address concerns.
