INTRODUCTION

Non-Civil Service, Exempt; In office, Full time position

The Unemployment Insurance System Expanded Modernization Project (UI SEMP) is located Program Development, Coordination and Evaluation Services (PDCES) office of the Unemployment Insurance Division. PDCES develops statewide program plans, policies, budgets, and operating guidelines; coordinates uniform application and interpretations of policies and plans; coordinates the implementation of new programs and projects; develops manuals for and coordinates training; conducts evaluations on benefit and tax activities for compliance with federal criteria and develops plans to improve program performance and integrity; furnishes technical support and consultative services to the Program Development Officer and the Unemployment Insurance Administrator.

The purpose of the Unemployment Insurance SEMP is to successfully modernize the Unemployment Insurance technological system. The Unemployment Insurance technological system is antiquated and will not be able to serve the community in times of high need. The Unemployment Insurance technological system must all be modernized to comply with new federal requirements, including requirements imposed by the Settlement
Agreement with the United States Department of Labor’s Civil Rights Center.

This position is responsible for overseeing the day-to-day operations of the UI SMP and works in conjunction with the Project Coordinator. The Project Assistant prepares, reviews, revises and maintains technical documents including software and systems engineering, systems operations, testing, and user documentation; works with the Project Coordinator and SME’s to gather, analyze, consolidate, and rewrite notifications which are sent to employers and claimants; provides technical documentation and support, provides project support (including participating in milestone meetings and keeping project documentation, tracking matrices and project calendar current), and provides administrative support and supports the implementation of Organizational Change Management.

MAJOR DUTIES AND RESPONIBILITIES

A. Technical Writer (50%)

  • Analyze information required for the development or update of policy, procedure and from project and other documentation.
  • Work with the SME’s to gather, analyze, consolidate and rewrite notifications sent out of the UI system to claimants, employers, federal agencies, and other state agencies.
  • Gather and analyze technical and product information from various sources to document new or changing product functionality.
  • Prepare, review, revise, and maintain technical documents, including software and systems engineering, system operations, testing, and user documentation.

B. Administrative Project Support (25%)

  • Work directly with UI SMP Project Coordinator to help implement project goals.
  • Supports implementation of Organization Change Management.
  • Ensures the vendor is adhering to the scope of work.
  • Works with the project vendor, ETS, and DLIR to ensure cyber security issues are part of the infrastructure, application, design, and development.
  • Assists the Project Coordinator and project staff with ensuring that the DLIR staff understands and participates in the Agile and Dev/Op Frameworks which guide the project.
  • Oversee variable aspects of the project and provide direct assistance to ensure timely project execution of benchmarks.
  • Coordinate with Project Coordinator to maintain project schedule and efficiency.
  • Monitors project tasks and ensures that the schedule is adhered to.
  • Reviews project implementation and gathers data on project execution to ensure that the coordination and implementation of new or revised plans, policies, functions, work processes are properly and efficiently executed.
  • Discusses areas of deficiency with Project Coordinator to determine corrective action for the team’s implementation.
  • Prepares reports and drafts correspondence.
  • Tracks incoming and outgoing documents for ease in reporting status of process.
  • Summarizes administrative data and prepares administrative reports requiring the interpretation and analysis of data and independent judgement as to the appropriate format and level of details in the presentation of the report.
  • Works with project staff to write technical specifications for hardware and software requests.

C. Trainer (10%)

  • Coordinates and ensures training deliverables from the vendor.
  • Create, update user guides and training materials.
  • Provide training sessions, which may include interisland travel.
  • Develop and provide webinars, training videos, and training sessions for claimants.
  • Develop and provide webinars, training videos and training sessions to employers.

D. Procurement and Contract Management (10%)

  • Procures materials and other items necessary for completing project goals.
  • Reviews and redrafts agency specification for IT equipment to ensure all procurement requirements and formats are followed.
  • Drafts specification for contract or solicitation with instruction from procurement specialist on the type of specifications most appropriate for each purchasing requirement.
  • Prepares the necessary approvals and paperwork required for the type of procurement method.
  • Serves as a technical resource assistant for issues with procurement and travel documentation.
  • Serves as a technical assistant during the overall contracting and procurement process.
  • Maintains operation and statistical contract data and prepares reports on procurement.
  • Posts all procurements on the appropriate website, according to procurement standards and procedures.
  • Prepare and processes contract award documents and postings.

E. Performs other duties as required. (5%)

RECOMMENDED MINIMUM QUALIFICATIONS REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor’s degree from an accredited college or university.

Five (5) years of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action. Experience should include evaluation of technical proposals and business plans for projects; and

Two (2) years of professional work experience drafting and finalizing technical documents. A Master’s degree from an accredited university may be substituted for the two (2) years of technical writing experience.

Experience interviewing subject matter experts and experimenting with software to obtain technical and product knowledge for a project is preferred.

  • Ability to work in a fast-paced, fast moving environment.

Tools/equipment: Computer, basic computer software and office equipment including workstation, telephone, printer, and collaboration tools.

WORKING CONDITIONS

  • Primary work environment is in an air-conditioned office; may have to occasionally lift/carry up to 35 pounds unassisted, or more with assistance.

Job Type: Full-time

Pay: $75,000.00 - $110,000.00 per year
