About the Agency:
The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
Purpose of Position:
Provides supply capability to the Facilities Maintenance Office (FMO) section to include the purchasing of required goods and services. Assists each Regional Organization Maintenance Manager in Scope of Work (SOW) preparation for Information for Bids (IFBs), Request for Proposal (RFPs) and eVA procurements for all National Guard facilities. Assist the Virginia Army National Guard in sustaining readiness and fulfilling our federal and state missions. This position effort provides the bridge between the Automated Resource Management System (ARMS) work order system, Virginia Finance and Accounting (VAFA) procurement and account receivable/payable to each Regional Organization Maintenance Manager (ROMM).
Telework is limited to one (1) day per week at the discretion of the agency head and supervisor and is subject to change at any time.
Minimum Qualifications
Ability to plan and direct multi-faceted programs;
Ability to supervise the work of support staff and work as a member of a team;
Ability to communicate effectively orally and in writing;
Experience using Microsoft Office Suite, Resource Management Software, and eVA;
Ability to analyze technical requirements and provide solutions;
Thorough knowledge of procurement laws of Commonwealth of Virginia, the Division of Purchases and Supply Agency Procurement & Surplus Property Manual (APSPM), and the Virginia Construction & Professional Services Manual (CPSM);
Ability to work independently as part of a geographically separated team responsible for numerous facilities when required;
Formal training in procurement practices, policies, and procedures;
Virginia Contracting Assistant Certification (VCA) required;
Valid Driver's License and acceptable driving record required.
Additional Considerations
Virginia Construction Contracting Officer (VCCO), Certified Public Professional Buyer (CPPB) and/or Certified Public Purchasing Officer (CPPO) is a plus;
Virginia Contracting Officer (VCO) Certification preferred;
Experience in State Government preferred.
