Job Description

The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Following the best current data on “what works,” staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism.

Under the direction of the Budget Director and Assistant Commissioner for Fiscal Services, the Deputy Director of Fiscal for Vouchering and Payments directs the daily activities of the Vouchering Unit. Ensures that the payment process is in conformity with the Comptroller’s Directives and Procurement Policy Board Rules. Reviews and approves payment vouchers in the Financial Management System (FMS). Manages and modifies contract encumbrances. Utilizes Microsoft Access and FMS to monitor the agency’s capital budget and capital related expenditures to ensure that expenses are charged to the appropriate capital projects correctly. Assists in preparing the agency’s budget. Conducts budget analyses of the various programs and presents findings to executive management staff. Works closely with other units such as the Purchasing and Contracting Units. Serves as a liaison to other agencies such as OMB, Comptroller’s Office, DCAS, Department of Finance; etc.

APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE.


Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills


- Comprehensive knowledge of the citywide payment and budget process is desirable. - Working knowledge of the Financial Management System (FMS) as it relates to the vouchering and budgetary process. - Accounting background is preferred. - Good mathematic skills. - Excellent communication skills. - Knowledge of standard business application software such as Microsoft Access, Microsoft Word, and Excel.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
