What are the responsibilities and job description for the Deputy Director of Policy position at Department of Public Health?
The Massachusetts Department of Public Health, Bureau of Health Care Safety and Quality is seeking a qualified individual dedicated to public health, quality of life and safety to support the Bureau’s Offices and Divisions by planning, coordinating, implementing, and monitoring the implementation of key initiatives and mandates. Position is grant funded through November, 2027.
The Deputy Director of Policy analyzes the impact of statutes, regulations, policies and standards; assesses the need to develop new regulations or to revise existing regulations and assesses the probable impacts (both programmatic and fiscal) of regulatory change; and develops an implementation strategy to ensure compliance with regulations and statutes. The Deputy Director manages, organizes, maintains, and updates existing policies and procedures and evaluates their effectiveness on a continuous basis.
Ideal candidate will have experience working in public health administration and a thorough understanding of the Massachusetts regulatory and legislative process.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Plan, coordinate, and monitor the implementation of initiatives and mandates for the Bureau’s Divisions and Programs including coordination of policy review and development of written policy briefs.
- Coordinate legislative tasks including the tracking of mandated legislative reports; the development of mandated legislative reports in a timely manner to allow for review and submission based on statutory deadlines; monitoring of legislative hearings and tracking of legislation; and development of written comments on pending legislation.
- Support the development of Bureau-wide policies and procedures, goals and objectives. Provide operations, external relations and policy support for Bureau programs and initiatives.
- Oversee Bureau related boards and commissions. Ensure proper bureau representation and compliance with regulatory requirements including open meeting law requirements.
- Oversee the Bureau’s Public Records group responsible for timely and accurate processing of public record requests.
Preferred Qualifications:
- Understanding of health care practice and health care policy
- Knowledge of public health administration
- Knowledge in medical care systems and organization
- Awareness of Massachusetts regulatory and legislative process
- Understanding of State and federal regulations governing health care facilities
- Ability to work under specified deadlines in a dynamic environment
- Capacity to communicate clearly, concisely, logically, accurately and persuasively in written, verbal and visual formats in internal, external and public settings
- Ability to understand, apply and interpret the laws, regulations, policies and standards in Massachusetts, as well pertinent federal laws and regulations
- Experience in researching information affecting a broad range of substantive topics

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
