Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Oversee financial planning, budget forecasting, and reporting processes, ensuring compliance with federal and state regulations, including grant and contract requirements.
- Review and process contracts, commodity purchases, and lease agreements in accordance with Operational Services Division (OSD), Office of the State Comptroller (CTR), and Executive Office of Health and Human Services (EOHHS) policies.
- Lead the development of tools and systems for tracking pre- and post-award grant activities, procurements, and contracts to enhance accuracy, oversight, and planning.
- Provide guidance and oversight on budget preparation, spending plans, procurement strategies, and grant compliance to support programmatic goals and fiscal priorities.
- Collaborate with key stakeholders, including Budget, Purchase of Service, Accounting, and Legal offices, to ensure effective fiscal operations and resolve issues promptly.
- Supervise and mentor staff, fostering professional development through training in relevant systems and applications, such as Massachusetts Management Accounting and Reporting System (MMARS), Purchase of Service Tracking System (PTS), Enterprise Invoice Management (EIM), and Commonwealth Information Warehouse (CIW).
- Develop and implement strategies for resource management, revenue enhancement, cost containment, and financial analysis to optimize program efficiency.
- Conduct performance evaluations, provide feedback, and encourage a culture of team-building, motivation, and continuous improvement.
- Manage fiscal aspects of grant applications and renewals, ensuring timely and accurate submissions and compliance throughout the grant lifecycle.
- Communicate effectively with internal and external stakeholders, offering technical assistance, training, and support to ensure alignment with the department’s mission and objectives.
Preferred Qualifications:
- Comprehensive knowledge of state and federal finance laws, regulations, and processes, including MMARS, the CIW, procurement laws, and federal grant management.
- Strong understanding of public health infrastructure, operational management, and alignment with DPH mission and priorities.
- Extensive experience in budget preparation, financial reporting, payroll forecasting, and projections, with advanced proficiency in Microsoft Excel and Word.
- Highly skilled in problem-solving, consensus building, and conflict resolution, with a commitment to fostering a culture of diversity, equity, and inclusion.
- Exceptional organizational abilities, including multitasking, managing multiple projects, and adapting to changing priorities in a dynamic environment.
- Demonstrated verbal and written communication skills, maintaining professionalism, confidentiality, and the ability to engage effectively with diverse stakeholders.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
