The Massachusetts Department of Public Health (DPH) is seeking a Finance Administrator to play an essential role in ensuring financial transparency and operational efficiency within the Public Health Hospital System (PHHS). This position is responsible for overseeing and coordinating comprehensive fiscal reporting on salaries, overtime, and staffing across the Bureau’s hospitals. Working closely with PHHS Executive Leadership, Bureau Finance, and Hospital Leadership, you will analyze data, develop reports, and make recommendations that align with budgetary expectations and allocated funds. Additionally, you will hold the ability to oversee special projects, facilitate meetings, and maintain confidentiality when handling sensitive information related to strategic planning and personnel matters.With a strong focus on fiscal responsibility and organizational effectiveness, this role provides the opportunity to collaborate with leadership across multiple hospitals while implementing data-driven strategies to optimize financial operations. The incumbent will be expected to travel periodically to the four hospitals, ensuring in-person engagement with hospital leadership. This position offers a dynamic work environment where analytical expertise and strategic decision-making will directly contribute to the success of PHHS initiatives.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Oversee and coordinate comprehensive fiscal reporting on salaries, overtime, and temporary agency staffing for PHHS Executive Leadership, ensuring accuracy and alignment with budgeted expectations.
- Serve as a liaison between the Director of Administration and Finance, PHHS Executive Leadership, and Hospital Leadership, facilitating communication, preparing reports, and ensuring project completion.
- Conduct research, analyze financial and operational data, and develop reports and presentations to support decision-making for Bureau and Hospital Leadership.
- Facilitate meetings, maintain records, and ensure confidentiality when handling sensitive information related to personnel matters, strategy planning, and hospital operations.
- Collaborate with Bureau Finance and Hospital Leadership to implement and enhance tracking systems for monitoring overtime, salaries, and temporary agency expenditures.
- Lead and document follow-up actions from overtime and temporary agency staffing meetings, ensuring progress and accountability among Bureau and Hospital Leadership.
- Develop and oversee electronic sharing platforms, policies, and procedural guidelines to enhance communication and efficiency across PHHS and Bureau Finance.
- Evaluate and monitor program activities, making data-driven recommendations to improve financial processes, operational methods, and overall program effectiveness.
- Develop fiscal and data-related standards for program monitoring, evaluation, and compliance with agency objectives and regulatory requirements.
- Travel periodically to PHHS hospitals to conduct in-person meetings with leadership, ensuring seamless coordination and alignment of fiscal and operational strategies.
Required Qualifications:
- Proficient in general report writing, including the ability to prepare and utilize charts, graphs, and tables for data presentation.
- Skilled in interpreting and analyzing financial reports, accounts, ledgers, and contracts to support decision-making.
- Strong understanding of laws, rules, policies, and procedures governing unit activities, with the ability to explain and apply them effectively.
- Excellent written and verbal communication skills to convey complex information clearly and concisely.
- Detail-oriented with the ability to synthesize financial and operational data into meaningful reports and presentations.
Preferred Qualifications:
- Knowledge of laws, regulations, policies, and guidelines governing assigned activities, including agency procedures for temporary employees.
- Understanding of the agency's organizational structure, functions, and use of official forms.
- Awareness of fiscal, budgetary, and financial impacts related to hospital allocations.
- Ability to travel to our four state hospitals in Tewksbury, Boston, Canton and Westfield, as needed.
