This position is in the District of Columbia Government, Department of Public Works (DPW), Human Capital Administration (HCA). The HCS is responsible for managing the coordinative relationships necessary to ensure the delivery of human resources functions for an agency with approximately 1,500 personnel. The complexity of the work is reflected in the need for planning, directing, and integrating a broad range of human resources functions, programs, and services throughout the agency. The work of HCA requires consideration of agency productivity, employee morale, legal concerns, and human resources program issues, and the development of solutions, which accommodate conflicting objectives from a variety of organizational entities, groups, and individuals. The work of directing the human resources program is essential to the mission of DPW and affects all employees in the agency.


Duties and Responsibilities

Directs subordinate managers and supervisors in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates and assigns workloads and assignments. Hires, disciplines, trains, evaluates, and promotes subordinate employees. Participates as a member of the agency's senior management team as a consultant in the agency's human resources administration. Serves as the agency's focal point for human resources inquiries and administrative issues. Conducts strategic human resource planning to attract and recruit candidates for the agency, resulting in a well-qualified and diverse employment pool/staff.

Ensures that positions are properly classified and work with DCHR, Compensation and Classification Administration, as applicable, ensures that positions are assigned to the appropriate grade and pay scale; Works with Office of the Chief Financial Officer (OCFO) in the identification, distribution, allocation, and control of full time equivalents (FTEs) throughout the agency. Establishes a viable agency position control system to maximize available manpower allocations and plan for unique human resource needs. Works with OCFO in agency personnel budget preparation and changes with regard to existing personnel costs and new positions changes in positions.


Qualifications and Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment

MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation

This position has been designated as security sensitive. Therefore, the incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability. As such, incumbents of this position shall be subject to criminal background checks and background investigations, as applicable.

Essential Designation

This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.

Residency Requirement

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
