This position is located in in the Solid Waste Management Administration (SWMA), Department of Public Works (DPW). The SWMA is the key and largest component of the Department of Public Works and is critical to providing environmentally healthy municipal services that are both ecologically sound and cost effective. The Administration is specifically responsible for the cleaning of the District's 1,157 miles of streets and 452 miles of alleys; collecting refuse from 198,000 District households; managing the disposal of approximately 700,000 tons of refuse, overseeing the cleanliness of the streets, alleys and public space, including assisting the DC Department of Transportation with the removal of snow.
Duties and Responsibilities
Incumbent is responsible for providing direction and supervision to assigned functions; coordinates their activities within the requirements of pertinent rules, regulations and laws: Mayor's Orders; policies and procedures of the District of Columbia Government, the Department of Public Works, and Federal Government. Additionally, incumbent serves as the principal advisor to all aspects of the provisions of the city-wide solid waste management program, which is also responsible for inspection and enforcement services to residents, visitors, and businesses so they can enjoy a safe and clean environment, free from illegally placed trash and debris. The critical inspection and enforcement services provided include Enforcement of Solid Waste Regulations; Enforcement of Recycling Regulations; Environmental Crimes; and Environmental Education.
The incumbent is responsible for the management of the Division by managing the tracking of solid waste collection goals and objectives, including but not limited to the number of household collections, the number of tons of trash collected, number of bulk appointments, and number of tons of recycling collected. In addition, the incumbent is responsible for tracking the efficiency of the operation in such areas as percentage of on-time trash collections, percentage of on-time recycling collections, percentage of bulk pick-up collections within 10 days of customer request and the percentage of residential waste stream diverted through recycling.

Collective Bargaining Unit (Non-Union): This position is not in the Collective Bargaining Unit
Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
