Incumbent must have and maintain a valid California driver's license and be able to travel via various means of public transportation methods, including, but not limited to commercial airlines, public shuttles, shared rental cars, etc.

The position provides an opportunity to work in a challenging and exciting work environment. Under Supervision of a Staff Services Manager I (SSMI), the incumbent independently conducts inspections of beverage dealers and recyclers to ensure compliance with the California Beverage Container Recycling and Litter Reduction Act (Act), and related regulations.

As an inspector the primary duties are to do undercover test sales, signage compliance, shelf surveys, and other operational compliance work as needed. The incumbent is also responsible for the investigation and resolution of complaints. Responsibilities are statewide and require overnight travel, not to exceed 80 percent. Weekend assignments may be required and work schedules for this position may be altered occasionally for program management needs.

Incumbent will conduct inspections of beverage recycling and/or beverage dealers within assigned regions. The incumbent shall coordinate, plan and schedule site visits throughout the state of California. Part of the duties are to gather and prepare inspection material, conduct inspections for proper redemption, signage, beverage labeling, load inspections, payment of California Refund Value (CRV), operational status, record keeping, to determine CRV eligibility and reporting compliance using various tools and equipment. Investigate dealer/recycler complaints and provide appropriate responses to participants and the public. Work with and/or refer complaints to other units within CalRecycle as well as state and local agencies. Identify and investigate non-certified recyclers.

The incumbent will be expected to document casework in a case management tracking system. Part of those duties include create, maintain, and update clear, accurate, and complete records and casework related to compliance activities in the Division of Recycling Integrated Information System (DORiis) and interface with other CalRecycle program areas daily. Prepare correspondence,determine compliance and/or document violations of state laws and regulations. Prepare and issue notices of noncompliance and/or notices of violation when recyclers or dealers are not in compliance with the Act or related regulations. Verify location and operational status of recycling centers within convenience zones to ensure that dealers and consumers are provided with accurate contact information. Identify abandoned sites and prepare documentation to support abandoned site process. Conduct or assist the Investigation Section with Consumer Transaction Profiles (CTP), Fraud Detection Reviews (FDR), Recycler Inspection Program (RIP), and other special projects as needed. Survey records and receipts, as well as make observations of operational, payment, and purchasing practices of recycling centers. Compile data into spreadsheets and/or reports to be used in investigation cases. Provide support on special enforcement projects as needed. Incumbent shall participate in hearings as required. Participate in training classes and conferences to develop and maintain knowledge, techniques, enhance skills, and learn theory.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.

Desirable Qualifications

  • Experience in reviewing and analyzing laws, regulations and data.
  • Experience conducting inspections/enforcing statue/regulations.
  • Experience documenting case work in a case management system.
  • Experience in customer relations/service via in person, phone and or electronically.
  • Experience working as part of a team or independently.
  • Demonstrate project experience preferred( i.e. team-oriented, project participation, etc.
  • Experience driving, and traveling for work.
  • Proficiency, training and experience in Microsoft Office (Word,Excel,One note,etc.
  • Demonstrates excellent written communication skills. Presents or express's ones ideas in a clear and logical manner. Organized, well-thought out, well-written reports and correspondence with no grammatical errors.
  • Bilingual in Spanish preferred but not required.
  • Valid CA Driver's License required
