CalRecycle is looking for a Research Data Analyst II who is self-motivated, creative, and customer focused to conduct qualitative and quantitative data research and analysis of the Beverage Container Recycling Program (Program).

The Research Data Analyst II performs a variety of tasks including the more independent, responsible, varied and complex research and data analysis associated with Program to inform the Department about various payment programs it administers, develop legislative and regulatory reports, and provide the health of the Beverage Container Recycling Fund.

The Research Data Analyst II will maintain and ensure consistent and accurate Program data, research a variety of topics and prepare reports, presentations, and findings. In addition, the Research Data Analyst II will analyze the activities of the Section to improve processes and will travel to participant sites.

Research and analysis tasks may include travel for extended periods (4 to 5 days at a time) requiring overnight accommodations and weekend assignments, not to exceed 25 percent per year.
This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.
Beginning July 1st, 2025, CalRecycle employees will be required to report into office four days a week.

  • Ability to act independently and take initiative to design, plan and complete projects as required by legislative mandates.
  • Ability to apply creative and critical thinking skills to problem solving.
  • Ability to apply knowledge of research methods, techniques, application of computerized models to research data; statistical methods, and other methods used in the analysis and projections of data.
  • Expert knowledge of programming including data manipulation, analysis, and reporting languages (R, Python, VBA, or SAS, etc) and query languages (SQL or CCL) to manage and analyze large datasets.
  • Extensive experience in data analysis and data management that includes performing data cleaning, validation, and quality assurance to maintain reliable datasets.
  • Excellent writing skills and ability to develop and present clear and concise documents summarizing research findings and to make recommendations.

Statement of Qualifications
