Job Description
The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. DSNY’s Bureau of Commercial Waste seeks to fill a current vacancy for its Director of Program Management and Business Engagement Strategy .
The Director of Program Management and Business Engagement Strategy will be a key leader of the strategic and operational delivery of the Commercial Waste Zones (CWZ) program. This role requires a visionary leader who thrives on complexity, combines program management expertise with stakeholder engagement finesse, and can navigate high-stakes discussions with authority and precision. Uses word processing, spreadsheet, and project management technology, working closely with agency staff, external contacts, and outside vendors. Responsibilities include:
1. Program Management Excellence
- Develop and own the Commercial Waste Zones (CWZ) Program Roadmap, ensuring alignment with strategic priorities, milestones, and deliverables.
- Drive collaboration across divisions within the Bureau of Commercial Waste, ensuring timely delivery of tasks, milestones, and interdependencies.
- Serve as the principal liaison for commercial establishments, providing leadership and oversight in educating businesses on CWZ rules and policies.
- Partner with DSNY Commercial Enforcement to develop and implement innovative strategies to ensure compliance with regulations.
- Cultivate and maintain strategic relationships to align on waste management policies and broader environmental goals within the CWZ framework.
- Own the integration of technology and data solutions to enhance the transparency, efficiency, and scalability of commercial waste zone operations.
Minimum Qualifications
1. Six (6) years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment at least 18 months of which shall have been in an administrative, managerial or executive capacity.
2. A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of general experience described above on the basis of 30 semester credits for six (6) months of experience.
3. A master’s degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a master's degree, graduate credits in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of the general experience on the basis of 30 graduate semester credits for one (1) year of experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, or executive capacity.
