The Virginia Department of Social Services has an exciting opportunity to join our team as the Program Integrity Director.

The Program Integrity Manager position reports to the Director of Compliance and manages the agency’s Program Integrity Unit as a member of the Compliance Division’s Management Team. This position oversees and manages the efforts related to the detection, deterrence, and prevention of fraud, waste, and abuse within the department’s programs. The Program Integrity Manager ensures rigorous oversight, strategic planning, and effective management of compliance and investigative activities. The Program Integrity Manager works collaboratively with divisions within VDSS to promote program integrity, compliance, and ethical conduct, in alignment with the agency’s mission, vision, strategic goals and objectives. The manager supports Local Departments of Social Services (LDSS) in fraud management through providing training and prosecution assistance.

Minimum Qualifications

  • Comprehensive knowledge and experience in the detection, deterrence, and prevention of fraud, waste, and abuse in social services programs.
  • Strong knowledge of state and federal regulations related to social services programs, including SNAP and TANF and fraud management best practices and strategies.
  • Demonstrated knowledge of investigative and compliance best practices and strategies.
  • Analytical, organizational, interpersonal, problem-solving, communication, and leadership skills are required to successfully perform the position’s duties, as well as experience in statistical analysis.
  • Comprehensive knowledge of laws and regulations pertaining to fraud management, compliance, and investigations. These programs often involve multiple stakeholders, diverse objectives, competing priorities, and substantial resources.
  • Ability to interpret and apply complex state and federal regulations and procedures.
  • Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers and stakeholders and the ability to effectively train and educate staff.
  • Demonstrated ability to cultivate and maintain a culture of program integrity.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, state, federal, and local agencies, public officials, community groups, other division directors, employees, and the general public.
  • Demonstrated knowledge and experience in preparing and presenting comprehensive reports, findings, and recommendations to senior leadership, policymakers, and other relevant stakeholders.
  • Experience utilizing Microsoft Office Suite.
  • Considerable experience in the detection, deterrence, prevention, and investigation of fraud, waste, and abuse.
  • Experience interpreting state and federal regulations related to social services programs, including SNAP and TANF.
  • Leadership experience with proven track record in leading program integrity activities and delivering measurable outcomes in a government or social services context.
  • Strong analytical skills, with the ability to synthesize complex information, identify opportunities for improvement, and develop data-driven strategies and solutions.


Additional Considerations

  • Professional certifications of Certified Fraud Examiner (CFE) and Certified Compliance and Ethics Professional (CCEP) are preferred.
  • Knowledge of social services programs, policies, and regulations is preferred.

This position may be eligible for hybrid telework opportunities; availability, hours, and duration will be in accordance with the Commonwealth’s Teleworking policy on a case-by-case basis.
