What are the responsibilities and job description for the ASSOCIATE GOVERNMENTAL PROGRAM ANALYST position at Department of State Hospitals?
- Maintain the accuracy and timeliness of maximum commitment dates and progress report due dates for all hospital commitment types.
- Prepare and distribute daily Bed Utilization Management (BUM) report for Coleman Class patients (PC-2684).
- Maintain an accurate detailed database for tracking and reporting to DOJ. Prepare annual report to DOJ on all SARATSO scores for patients who discharge from DSH-A.
- Analyze and interpret court orders, recognize and correct discrepancies. Make arithmetical computations to determine maximum commitment date applying applicable custody credits and enhancements according to Penal Code.
- Analyze and interpret forensic reports, court orders and subpoenas, recognize and correct discrepancies as needed. Track and compute Forensic Evaluators timeframes to prepare and testify for each subpoena. Prepare reports and analyze data gathered and advise management on potential impacts.
- Liaison with Public Guardians and County Conservatorship Offices to facilitate conservatorships meeting WIC5300 Criteria. Coordinate referral process working between clinicians and Medical Director to determine eligibility.
- Process Recommended Continuing Care Plans (RCCP)/ Discharge summaries for patient movement.
- Communicate clearly and effectively both verbally and in writing.
- Responsible for cross training on all legal desks, providing backup to other analysts, and the ability to fully process all duties outlined in all legal desk procedures.

2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS: State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. Or II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
