Patton State Hospital, Human Resources Department, is accepting applications for at least one (1) Permanent/Full time appointment to the Staff Services Manager I (Supervisor) classification as the Human Resources Benefits Manager. The successful candidate will report to the Staff Services Manager II, Personnel Officer.
Under the general direction of the Human Resources Personnel Officer (Staff Services Manager II), the Benefits Manager (Staff Services Manager I) will have direct management and oversight of the Hospital’s Return-to-Work, Benefits, Ergonomics and Employee Assistance Program (EAP) located in Human Resources. The Benefits Unit consists of professional and technical staff which carry out the full range of functions for the unit including processing employee benefits, requests for ergonomic and EAP services, Return-to Work, Workers’ Compensation, limited duty assignments, pregnancy accommodation, employer generated disability retirement applications, fitness for duty, options meetings, Cal/OSHA recording and reports, COVID-19 claims processing and benefits eligibility, employee injury data and Workers’ Compensation cost management. The manager may also represent the hospital at hearings, depositions, and serve as the employer’s representative during civil litigation.Computer proficiency in Microsoft Word and Excel programs are required and excellent attendance and dependability is a must and critical for a position of this level of responsibility. Travel may be required. Telework may be an option which will be assessed based on operational needs.
The successful candidate will be required to maintain a professional appearance even while under intense pressure and multiple deadlines. The candidate must have excellent oral and written communication skills, is methodical, precise, applies completed staff work principles to assignments, displays strong analytical and statistical abilities and has excellent problem solving, organizational skills, multi-task abilities and works well under intense pressure. The incumbent must have excellent interpersonal skills, work with all levels of hospital management. The incumbent must also collaborate as a team member and interact and consult with other professionals, and staff when necessary to fulfill the needs of the Hospital.

- Explanation of how you qualify for the Staff Services Manager I classification. (Review the civil service class specifications, determine the pattern that allowed you entrance to the examination, detail the pattern requirements, and provide SPECIFIC information regarding your experience and education that qualifies you under this pattern)
- Describe the experience, education, and knowledge you possess which are critical to your success in this role. If available, specifically identify experience in a Human Resources, Workers’ Compensation, or Benefits role.
- Describe your skills and ability to facilitate a meeting and provide an example of when you were the facilitator and the outcome. Failure to complete the Statement of Qualifications as required may result in being screened out from the hiring interview process.
