About the Position:

The Virginia State Police (VSP) is seeking to hire a Freedom of Information Act (FOIA) Program Supervisor in our Legal Office at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will manage the Department’s records management system and serve as the Department’s primary contact with various Agency members and governmental agencies (records include FOIA, Virginia Freedom of Information Act (VFOIA), Discovery, Subpoena Duces Tecum, and government requests); oversee the preparation of correspondence to requestors, the review and process of responses to FOIAs, VFOIAs, subpoenas, and other legal filings through supervision of staff; ensure staff provide information within the scope of the request, that that they have properly evaluated the data for disclosure, and that documents are redacted within FOIA protocols; calculate fees and send out invoices; and prepare routine research summaries.

Minimum Qualifications

  • Considerable knowledge of research, analysis, planning, performance measurement, and evaluation methodologies for compliance with statutory requirements guiding reviewing and responding to FOIAs, subpoenas, and other legal filings.
  • Working knowledge of supervisory principles and practices.
  • Skill in managing diverse staff; and in operating computers and using Microsoft Office applications.
  • Demonstrated ability to analyze and organize complex requests and issues; to prepare documents, spreadsheets and reports; to conduct quantitative and qualitative analysis that includes analyzing staff metrics; to supervise and coordinate work among team members and develop and train staff; to organize program activities and develop best practices for the operation of automated records databases to support the strategic direction of the FOIA Unit; to create and manage long-term team goals; to assess program strengths and identify areas for improvement and implement and manage changes and interventions; and to communicate effectively, orally and in writing, in English with representatives of the general public, law enforcement, and the legal community.
  • Knowledge of FOIA and Virginia FOIA requirements, records retention requirements and schedules, and carrying out detailed and complex assignments and operations.
  • High School Diploma or GED equivalent.

Additional Considerations

  • Preferred but not required: Experience in supervising remote workers and knowledge of legal practices and procedures.
