About the Position:

The Virginia State Police (VSP) is seeking to hire a Strategic Policy Advisor in the Director’s Office for the Bureau of Criminal Investigation (BCI) at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will drive BCI initiatives and foster continuous improvement of existing programs by leveraging data-driven insights and recommending the best course of action(s) to optimize program performance; conduct Department-wide studies that impact multiple subdivisions through the collection and analyzation of qualitative and quantitative data; the scope of work impacts new and ongoing programs, and strategic and project planning; collaborate across multiple divisions and stakeholders and coordinates progress toward program objectives by maintaining effective communication at all levels; review and evaluate program risks using a combination of reporting metrics and control testing to identify, manage, and mitigate weaknesses in programmatic controls and data management standards; provide written reports of findings and recommendations and reviews remediation plans; and collaborate with national, State and local law enforcement organizations in the conduct of research and sharing of information.

Minimum Qualifications

  • Considerable knowledge of strategic planning, resource allocation, and program and human resources modeling; of analytical and statistical methods, and automated systems; and of various analytical software applications to produce graphs and charts.
  • Skill in operating computers and using Microsoft Office applications.
  • Demonstrated ability to aggregate and assimilate data to identify major patterns, trends and themes regarding organizational and program effectiveness and efficiency; to manage projects and initiatives; to perform a variety of fact-finding techniques (interview, case analysis, observation, research, benchmarking); to conduct quantitative and functional analysis and perform data modeling; to collect, analyze, summarize, interpret and communicate information and technical data orally and in writing in English; to generate standard or custom reports summarizing operational, financial, or program data for review by agency leadership and other stakeholders; to work effectively independently and as a member of a team; and to establish and maintain effective working relationships with all levels of personnel and representatives of state and local agencies and organizations.
  • Experience analyzing criminal justice and/or administrative programs, policies, processes, and procedures.
  • High School Diploma or GED equivalent.
  • Must be eligible to become VCIN certified which requires either United States citizenship or lawful permanent resident of the United States and eligible for naturalization.

Additional Considerations

  • Public safety experience or other broad scope governmental experience desired.
  • Experience leading cross functional teams is desired.
