Job Duties
This position will serve as the agency’s primary resource for developing complex contractual requirements, terms and conditions in accordance with the Agency Procurement & Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA).
The successful candidate will:
- Lead, develop and manage the performance of a talented team of procurement professionals
- Develop effective negotiation strategies to minimize risk, obtain maximum value for the agency, and strive to achieve positive and timely outcomes for Agency stakeholders
- Analyze and evaluate highly technical procurements, communicate results, make recommendations and decisions in partnership with internal stakeholders and subject matter experts
- Proactively advise and educate internal and external stakeholders on procurement matters in a supportive, collaborative, and solution-based manner
- Provide input for updates and revisions to agency procurement procedures and processes
- Manage the agency’s procurement program and ensure compliance with procurement practices, laws, policies and procedures
This position is located in our Central Office in downtown Richmond, Virginia.
This position is eligible for a hybrid telework schedule.
The anticipated hiring salary is $135,000 commensurate with experience.

Minimum Qualifications
- Significant experience leading, developing and managing the performance of staff members
- Considerable knowledge of the procurement policies and procedures set forth in the Virginia Public Procurement Act and DGS/DPS’s Agency Procurement and Surplus Property Manual.
- Considerable knowledge of contract development, negotiations and administration
- Demonstrated ability to develop written procedures, instructions, and guidelines
- Strong analytical skills with attention to detail and experience interpreting procurement needs and delivering timely solutions to customers.
- Effective project management skills and ability to manage multiple projects simultaneously to successful completion.
Additional Considerations
- VCO (Virginia Contracting Officer), CPPB (Certified Professional Public Buyer) and/or CPPO (Certified Public Procurement Officer) certification highly desirable
- Experience establishing and maintaining effective and professional working relationships with internal and external stakeholders and vendors
- Ability to manage the agency’s SWaM, eVA, and SPCC (Small Purchase Charge Card) programs
