Under general direction of the Information Technology Manager I (IT Mgr I), the Information Technology Specialist II (IT Spec II) will serve as a Senior Software Engineer in the California Department of Technology’s (CDT) Office of Digital Services (ODS). The IT Specialist II will be responsible for providing technical leadership, oversight of application development, architecture standards, roadmaps, and technical guidance. The incumbent requires the capability to work at a highly skilled level involving complex technology and system architecture, development, maintenance, and operation activities. The incumbent will be working in a highly collaborative and fast-paced workplace and actively engage in the development process.

Working Conditions

Desirable Qualifications
- Extensive experience in dynamic website development, web frameworks, software stacks, user-centered design, Restful API development & integration, source control management, build processes, testing and operations.
- Experience developing web applications using React, Angular, HTML5, NodeJS, Visual Studio IDE, Micro Services, MVC, Entity Framework, MS-SQL, .NET,.NETCore, Web Services REST, API's or Equivalents.
- Experience in Test Driven Development and development using CI/CD.
- Experience with various cloud-based resources and technologies.
- Proficient in SQL development (complex queries, stored procedures, user-defined functions) and performance tuning.
- Knowledge of or willingness to learn Section 508/WCAG compliance assessments via manual reviews and using automated test tools and assistive technologies.
- Broad and extensive knowledge of the Agile methodology, software development and process and its technologies.
- Experience in a research and development (R&D) environment with demonstrated ability to analyze problems and propose solution(s).
- Ability to manage time and priorities to respond to deadlines, to work on multiple tasks that are not necessarily well defined with tight deadlines and shifting priorities.
