What are the responsibilities and job description for the Lead Attorney-Adviser position at Department of the Army?
About the Role:
As a Lead Attorney-Adviser with the Department of the Army, you will serve as a technical expert, advisor, and authority in a specialty field such as law, procurement, or similar business program carried out at the highest levels of the laboratory.
The incumbent is recognized as an expert who has demonstrated mastery of the specialty field. As a recognized authority in the field, the incumbent is subject only to administrative and policy direction concerning overall priorities and objectives.
You will lead teams responsible for assigning work to employees based on priorities jointly established by you and the supervisor. Additionally, you will provide research and advice on issues related to financial assistance instruments (grants and cooperative agreements), and other transactional authority (OTA) instruments.
Possessing knowledge of the Government's rights in patents and technical data/computer software under various contract vehicles (e.g., FAR-based contracts, OTAs, CRADAs, and Test Services Agreements) is essential for this role.
Key Responsibilities:
- Providing legal and business advice to contracting professionals and requiring activities on the award and administration of public (FAR-based) contracts
- Communicating effectively orally and in writing to a wide variety of personnel
- Recognizing and analyzing problems, conducting research, summarizing results, and making appropriate recommendations
Requirements:
To be eligible for this position, you must possess a first professional law degree (LL.B. or J.D.) and be in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
A minimum of 3 years of professional legal experience acquired after being admitted to the bar is also required, commensurate with the duties and responsibilities of the position.
