DutiesEffectively manages, guides, and directs the full range of execution and mission responsibilities within the Division while promoting the objectives and goals of the Contracting Division.Leads and evaluates overall performance of subordinates within prescribed timelines, criteria and resulting actions.Performs full range of pre-award and post-award contract administration for services, commodities, construction and architect-engineer acquisitions.Directs, controls and supervises the preparation, negotiation and execution of procurement programs for a wide spectrum of customer requirements, supporting ARNG, ANG, and Joint Staff.Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.This is a Key Leadership Position (KLP) and selectees must have Contracting - Professional, Program Management - Advanced, or Life Cycle Logistics (LCL) -Advanced certification and meet all other KLP requirements prior to entering the position in accordance with Department of Defense Instruction (DoDI) 5000.66.The incumbent must be certified at the highest level of the applicable DAWIA functional area and possess eight (8) years of acquisition experience in an acquisition workforce position with at least four (4) years performed while assigned as a CAP.Any deviation from KLP requirements can only be waived by the Service or Component Acquisition Executive as authorized by policy.This critical acquisition position requires the ability to obtain and maintain an unlimited contracting officer’s warrant authority. Must be able to pass the NG Contracting Officer Review Board (CORB) examination as a condition of employment.Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.This is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement, DD Form 2888 (CAP Service Agreement).This position requires Advanced Contracting Professional certification (Formerly DAWIA Contracting Level 3 certification)Selectee must meet certification requirements for the Contracting Functional Area as a "DoD Contracting Professional" or be able to obtain certification within 36 months of entrance on duty.The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. Additional information about transcripts is in this document.Basic Requirement for Procurement Analyst : Degree : Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.Exemption : You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below : Specialized Experience : One year of specialized experience equivalent to at least the NH-03 grade level in the Federal service which includes experience serving as a senior level warranted contracting officer in planning and implementing contract policies and procedures; determine methods of procurement and acquisition strategies in compliance with the law, regulations and policies. Experience in awarding variety of regional and / or contract actions which includes pre-award / post award; issuing Request for Proposals, conducting negotiations, conducting technical evaluations, soliciting contract awards and perform contract administration functions.
