Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the CIVILIAN BENEFITS CENTER (CBC) of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS. Responsibilities You will respond to difficult issues involving complex projects and problems that require expert attention. You will manage the Quality Control (QC) process within the CBC, including developing QC data integrity reports. You will prepare high-level briefing packages for the CBC Director regarding retirement and benefits programs. You will manage internal CBC personnel actions. You will draft responses to inquiries from Congress, the Secretary of the Navy, DON activities, and employees. You will serve as an expert planner, analyst, and advisor on matters pertaining to the Federal Retirement and Benefits Programs. You will serve as the CBC’s lead on assigned administrative projects. You will share administrative and technical guidance and resolve a wide variety of complex benefits issues for the CBC staff and OCHR Operations enterprise. You will analyze and evaluate program execution; recognize problems and problem areas, originate solutions to complex or unusual issues. You will assess information by analyzing work processes to determine changes in SOPs and share trends with the management team. You will support the development, planning and execution of the CBC communications and marketing programs. You will use various sources and metrics to compile reports for CBC leadership. You will develop and coordinate process improvements to eliminate errors by working with each Division Head. You will propose new policy guidance and training for the DON community. Requirements Conditions of Employment Qualifications For the GS-13 level : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : serving as an expert planner, analyst, and advisor on matters pertaining to retirements and benefits programs, recognizing problems and originating solutions to complex or unusual issues, implementing strategies that support program marketing and communications efforts, and developing reports and coordinating process improvements, while also demonstrating strong writing ability and advanced data analytics skills, including the ability to collect, analyze, and interpret large datasets, identify trends and patterns, and create data visualizations to inform program decisions and drive process improvements. For the GS-12 level : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : serving as an expert planner, analyst, and advisor on matters pertaining to retirements and benefits programs, recognizing problems and originating solutions to complex or unusual issues, and implementing strategies that support program marketing and communications efforts, while also demonstrating solid writing ability and intermediate data analytics skills, including the ability to collect and analyze data, identify trends, and create reports to support program operations.
