You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Office of the Assistant Secretary of the Navy. Responsibilities You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will advise senior managers on developing, implementing, and revising financial management policies and programs, ensuring the efficient, effective, and timely use of resources to support the organization's mission. You will direct and / or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will coordinate the development and reporting of cost / performance information in support of mission tasks for the organization. You will prepare or review responses to reviews or audits, e.g., FMB, GAO, DODIG etc. which involve financial management policy and procedure. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience reviewing and evaluating end-to-end business processes, including identifying control objectives, risks and associated control activities. Experience performing integrated risk assessments at the business process / cycle level, inclusive of manual controls, business process application controls (BPACs), and information technology general controls (ITGCs) over financial and feeder systems supporting the process / cycle. Experience developing and executing an internal control assessment testing program, including experience with developing testing attributes, identifying key supporting documentation, obtaining population data sets, and selecting or overseeing the selection of samples.
