Senior Contract Specialist/Limited Warranted Contracting Officer
Serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department.
Ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
Key Responsibilities:
- Solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations for the furnishing supplies and services.
- Serve as the day-to-day contracting representative for assigned customers/programs with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements.
- Advise NSWCIHD managers on contractual matters, interpreting regulations and policies imposed by higher organizational levels.
- Award and administer a wide range of contract actions, including Simplified Acquisitions, Firm Fixed Price contracts, Cost reimbursable contracts, Professional Services, non-Professional Services, Supply, and Research and Development.
- Prepare and issue requests for proposals/quotes, issues broad agency announcements, evaluates proposals, develops business case decisions for award, develops award documentation.
Requirements:
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
- Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Males born after 12-31-59 must be registered for Selective Service.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications:
- At least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector.
- Performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g. cost/price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.
- Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving.
- Foundational certification standards must be met within established timeframes in accordance with DoD Instruction 5000.66

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
