Job Summary
This position is responsible for analyzing needs and synthesizing requirements information to develop program initiatives and plans. The individual will serve as a key participant in the development of an acquisition strategy that integrates functional activities essential to the acquisition effort and serves as the basis for specific program management documents.
Key Responsibilities
- Identify and plan for personnel and functional management support required to execute the acquisition strategy.
- Direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress.
- Direct the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the program.
- Identify and defend resource requirements (funding, manpower, facilities, etc.) for lifecycle management of the assigned program.
- Provide management direction to all IPT members and to other personnel directly assigned or detailed to support the assigned program.
- Serve as the central point of contact with the program office for all matters concerning the assigned program, establish and maintain relationships both within the organization and with relevant external groups.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

Qualifications
- At least one year of specialized experience at or equivalent to the NH-03 (GS-12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Develop and implement management policies, controls, and operating procedures for overall planning, direction, and timely execution of the PMW 200 Logistics Information Technology Portfolio (LOG IT) Navy- Product Lifecycle Management (N-PLM) portfolio.
- Establish detailed initial and long-range N-PLM program objectives in compliance with formally established requirements of the Departments of the Defense and Navy, including advocacy of current Acquisition Reforms.
- Oversee the accomplishment of tests and technical/analytical studies required to meet N-PLM Systems objectives.
- Ensure the analysis of systems/subsystem/component performance in relation to the required performance standards and directs corrective action when appropriated.
- Management of logistics, engineering, and other functional support within NAVAIR headquarters, field activities, laboratories, and contractor facilities.
- Provide team leadership for all assigned program team members.
- Direct and coordinate implementation of N-PLM products.
- Formulate acquisition strategies incorporating current concepts and evolving IT Governance policies.
- Ensure contract compliance.
- Establish and communicate objectives, control methods, performance criteria, and measures of effectiveness.
- Recognize potential problems and initiate appropriate actions.
This position requires the ability to travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
