Duties As a Financial Manager, you will : - Design, establish, and maintain an integrated financial management system that includes budgeting, accounting, and managerial-financial reporting, which will furnish timely data that are used in the direction, evaluation, and control of the OCIO's operations. Such a system must be compatible with Federal requirements and should provide accountability for funds and assets and full disclosure of the financial results of the OCIO's operations.- Direct the OCIO's financial management functions, including : (a) planning with delegated limits; (b) developing, revising, and / or adapting financial plans and budgets; (c) executing day-to-day support and related operations for the classification and recording of financial transactions; (d) analyzing the results and interpreting the effects of transactions upon financial resources; and (e) applying financial management concepts to solve problems, render advice or to meet other needs of the OCIO.- Serve as a financial advisor to OCIO top management, a technical expert on the financial aspects of all matters (including community development lending, practices, and principles), and report upon work progress and program accomplishments in financial terms.- Serve as the primary point of contact and liaison for all financial management issues. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement.Specialized experience for the GS 15 is : one year of experience at the GS-14 level or equivalent in the Federal service. The experience may have been gained in either the public or private sector. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following : - Experience in the leadership, direction, and coordination of financial management activities; AND- Experience in accounting, budgeting, financial reporting, receivables and debt reporting, and internal control activities; AND- Experience in preparing and / or reviewing financial statements for federal agencies in accordance with OMB guidelines and standards promulgated by the Federal Accounting Standards Advisory Board (FASAB);The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
