What are the responsibilities and job description for the PROGRAM TECHNICIAN II position at Department of Toxic Substances Control?
As a Program Technician II you will have the opportunity to:
- Provide sensitive and detailed program information and direction to the public, employees, other public jurisdictions, and clients regarding the review and processing of detailed forms, files, and other information associated with the hazardous waste manifest
- Respond to telephone calls received to the TIC from the regulated community and the general public, determine the nature of each call, and initiates the appropriate action
- Provide information to callers regarding administrative and statutory requirements for obtaining permanent or temporary California Environmental Protection Agency Identification (EPA ID) numbers
- Process California hazardous waste permanent ID number applications received from generators, transporters, and disposal facilities requesting a new permanent California ID number, to reactivate an existing permanent ID number, deactivate an existing permanent ID number, or to update information on a California or federal permanent ID number
- Review and verify forms for completeness, accuracy, appropriateness, and ensure compliance with California laws and departmental policies
- Contact applicants to correct data omissions or other inaccuracies on the forms
- Intermediate Microsoft Office Suite skills (Microsoft Word, Excel, Teams, and Outlook)
- Experience in a call center and/or with customer service support
- Highly organized
- Pays attention to detail

- Experience with web-based applications
- Experience with licensing, reviewing and/or application processing
- Experience with writing professional correspondences (emails, memos, business letters, etc.)
- Clerical Skills/Support (Data entry, sorting, scanning and filing documents, processing mail, and maintaining office records)
- Experience interpreting/explaining laws, rules, and regulations
- Experience in a lead position/role
- Ability to multi-task in a fast-paced environment
