What are the responsibilities and job description for the RESEARCH DATA SPECIALIST I position at Department of Toxic Substances Control?
As a Research Data Specialist I you will have the opportunity to:
- Conduct complex fiscal analysis of DTSC fees using qualitative, quantitative, and data-driven statistical analysis
- Research CDTFA and DTSC’s fee related laws and regulations to assess fee collections, compliance, and enforcement authority
- Extract data from databases, templates, spreadsheets, and other data sources to conduct statistical analyses of hazardous waste data (e.g., generators, disposal, transportation) statewide using SQL, Excel, and other tools
- Research and assist in the design of complex forecasting models with the extracted hazardous waste data to provide more accurate revenue trend analyses
- Provide expert consultation on the feasibility and fiscal impacts of various departmental operations, projects, and/or proposals to the Department and to other organizations
- Serve as a project manager on a variety of departmental fee management and reform activities, including the recommendation, development and implementation of rulemaking packages and legislative proposals
- Experience in building, modifying and running financial forecasting models
- Expert Excel skills, including VBA
- Experienced in storing, manipulating, and retrieving data using data analytics languages such as VBA, SQL, Python, and SAS
- Experience creating data visualization using more advanced software such as Power BI and Tableau
- Experience assessing economic and business activity impacts on governmental fiscal affairs
- Experience writing or presenting recommendations to an executive team
- Accounting/budgeting experience

Statement of Qualification (SOQ) Instructions

1. Describe your experience with data analytics and data reconciliation, including what steps you used to check data quality, data integrity, and data analysis purposes. Please include any experience you may have with financial data.
2. Describe your experience with revenue forecasting and monitoring. Please include any experience you may have with state accounting and budgeting, including but not limited to Generally Accepted Accounting Principles (GAAP) and accrual accounting.
