**Job Summary:** The Department of Transportation seeks a highly skilled and experienced professional to serve as the Deputy Senior Procurement Executive, responsible for developing and implementing acquisition policies and procedures, providing guidance to senior officials, and overseeing the management of the Department's acquisition programs. **Job Description:** The Office of the Senior Procurement Executive (OSPE) is responsible for ensuring that the Department's acquisition business processes operate efficiently and effectively. The Deputy Senior Procurement Executive will play a critical role in developing and implementing acquisition policies and procedures, providing guidance to senior officials, and overseeing the management of the Department's acquisition programs. **Key Responsibilities:** * Develop and interpret concepts, principles, practices, policies, rules, and regulations as they relate to procurement operations and programs * Provide guidance to senior officials on procurement and acquisition matters * Oversee the management of the Department's acquisition programs, including pre- and post-award management and administration * Identify effective and efficient business strategies for acquiring supplies and services to meet complex customer needs * Develop and coordinate proposals for legislative and regulatory reform for acquisition * Provide oversight on the development and implementation of a professionalism program for the acquisition workforce * Establish standards for career advancement and minimum training requirements * Provide oversight of the management of the Department's $200 million purchase card program **Requirements:** * U.S. citizenship * Secret clearance * Completion of a one-year SES probationary period (unless already completed) * Eligibility for telework **Qualifications:** * Demonstrated experience developing and interpreting concepts, principles, practices, policies, rules, and regulations as they relate to procurement operations and programs * Ability to identify effective and efficient business strategies for acquiring supplies and services to meet complex customer needs * Experience in overseeing major Federal acquisitions * Leadership competencies, including creativity and innovation, external awareness, flexibility, resilience, strategic thinking, and vision * Ability to lead people toward meeting the organization's vision, mission, and goals * Results-driven, with the ability to meet organizational goals and customer expectations * Business acumen, with the ability to manage human, financial, and information resources strategically * Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals **Benefits:** * Comprehensive benefits package, including annual leave, sick leave, and holidays * Health benefits, including flexible spending account and federal long-term care insurance program * Life insurance, including federal employees' group life insurance program * Eligibility for retirement/pension plan and thrift savings plan * Employee assistance program and transit benefits
