Under the general direction of the Public Affairs Manager, a Staff Services Manager I (SSMI), the Public Information Officer (PIO) plans, coordinates, manages, and executes public engagement strategy including community outreach. The PIO implements statewide Department and District media policy. Plans, writes, edits, and otherwise prepares District press releases, social media posts, and other informational material. Serves as District spokesperson to the media to public groups, media, and individuals inquiring about the district’s activities. This position arranges participation of other District and Department officials as speakers before public groups, or on radio or television newscasts or other programs. Collects, evaluates, and distributes information from District sources to the public and stakeholders.

Applicants must submit a SOQ. The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for this position. The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 11 Arial font.
  • Discuss your experience providing excellent customer service with various levels of internal and external customers, including executive staff, the media, the general public, elected officials, project stakeholders, and community groups to develop partnerships, identify priorities and challenges, and collaborate or advise on solutions.
  • Provide examples of your experience writing, reporting, or editing for a newspaper, news service, radio or television station, or magazine, or in a position having major duties in the area of public relations or public information and involving communicating comprehensive communication to the public.
  • Provide examples of your experience researching issues, gathering, and communicating ideas, thoughts, and facts accurately and efficiently with internal and/or external partners to develop solutions verbally and in writing and share stakeholder input. Explain how you maintain relationships with key partners.
  • Provide examples of your experience working with a team that requires active listening, leadership, dependability, and flexibility. Include experience presenting project, program, and/or policy information, concepts, and summaries to multiple audiences.
  • Provide examples of your experience working independently, identifying and analyzing complex problems/issues, reasoning logically and creatively, making appropriate recommendations, prioritizing and completing work while balancing multiple assignments, and meeting deadlines.
