Under the general direction of a Supervising Transportation Surveyor, Chief, Office of Data Services and Technology, the incumbent is responsible for managing the Caltrans Linear Referencing System (LRS) including the All Roads LRS, Postmile Measure, and Odometer Measure. Supervising a team of GIS professionals the LRS Branch Chief will ensure that the LRS is maintained, updated, and published consistently, timely and with quality data. Working collaboratively with a diverse team of GIS professionals, transportation planners, transportation engineers, transportation surveyors and information technology professionals, the incumbent will ensure that the LRS is successfully operated and maintained meeting the needs of all stakeholders both internally and externally.

For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

This position is located in Sacramento, CA


Work hours will be set between 7:00 AM and 6:00 PM. While at their base of operation, Incumbent will work in a climate controlled office under artificial light. Incumbent may be required to travel in state, and infrequent travel out of state. A Hybrid work environment with telework opportunities may be available in compliance with the Caltrans’ Telework Statewide Program Policies and Procedures, subject to management approval. Resources will be provided by Caltrans to the incumbent in order to allow for teleworking if approved by management. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that inperson attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s
designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

KNOWLEDGE OF: Techniques, methodologies, principles and procedures of geographic information systems and linear referencing; database design and management techniques; computer programming for geographic analysis and applications and associated documentation; workflow documentation; developing and providing training; developing presentation materials; concepts of and terms used in engineering and planning; the Department's postmile system; the Department's Transportation System Network application and database; project management and application development methodologies and tools; Microsoft Outlook, Microsoft Office suite, and relational database management systems such as Oracle 11g/12c or PostGIS SQL; programming languages such as Javascript and Python; and web development utilizing application programming interfaces.

ABILITY TO: Independently and successfully perform complex research, development, implementation, documentation, and analysis efforts centered around the linear referencing system, handling of data (e.g., database design and operation) and custom application development involving various types of digital spatial data and techniques and methodologies associated with GIS, use of both Commercial and Open Source off the shelf (COTS) GIS tools (e.g. Environmental Systems Research Institute Inc. (ESRI) GIS software for both desktop and server environments as well as familiarity with CADD). The incumbent also will need to be equally able to use office automation tools such as FME desktop and server products, custom applications written in a variety of platforms and languages, prepare reports and present information publicly; communicate effectively, establish, and maintain friendly and cooperative relations with those contacted, successfully follow direction and complete assignments, and
keep the Office Chief informed and involved.
