DutiesIncumbent directs the work of technical & professional staff in the accomplishment of the Directorate's program and serves as the principle advisor to management related to activities of team members. Incumbent establishes policies, procedures and guidelines that affect the team's operational function. Managerial duties include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective / disciplinary action, as appropriate.Incumbent uses assigned budget, staff, and other resources to accomplish the objectives of the Service Unit / Directorate's projects and programs. Manages budget and requests additional resources as needed. Contributes to budget planning process, and short-term future needs. Work of the organization requires extensive coordination, integration, and decisions involving various complex and critical aeronautical information and administrative processes.Incumbent, as a principal technical specialist within and outside the Directorate, applies comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the Directorate. Directs the work of employees in the organization, which are involved in several major programs (i.e., Aeronautical Charting, Instrument Flight Procedures, Automation and Data Services functions), requiring major decisions or actions affecting the teams as well as other Directorate organizations / programs. Managing the organization involves substantial coordination and integration of a number of major projects / technical assignments performed primarily by FG-13 and above personnel. Responsible for establishing an interrelated series of multi-year long range plans to ensure effective and efficient implementation of operational responsibilities.Incumbent establishes and maintains effective communications with the aviation industry; with regions, centers, and other FAA offices; and with other affected departments and agencies of Government, both foreign and domestic, in an effort to further the understanding, support and coordination of Directorate and Service Unit program responsibilities. Contacts are primarily within the organizational unit / major sub-division with subordinates, peers, & higher level managers to discuss the status of projects / programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures, or for other project / program purposes. Represents the Directorate at industry, agency, inter-agency, and inter departmental meetings when requested.Incumbent's work is typically governed by established guidelines, policies and procedures. Resolves routine problems independently, but consults with higher level management when existing guidelines are not available or applicable to complex problems. They may be called upon to assist development of new policies and procedures.Incumbent reports directly to a manager within the Directorate. They are expected to perform work independently, resolving potentially controversial or sensitive issues. QualificationsTo qualify for this position at the FV-J (GS / FG-14) level, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the FV-I (GS / FG-13) level.
