DutiesAs the Team Manager for the Air Traffic Advanced Facilities Training Team, the Supervisory Air Traffic Control Specialist directs a large, geographically dispersed staff of senior air traffic control specialists through four (4) team leaders. Each team is responsible for conducting advanced facility training for operational bargaining unit personnel assigned to terminal radar facilities. The Air Traffic Advanced Facilities Training Team Manager uses experience separating and controlling air traffic in a Federal Aviation Administration (FAA) en route air traffic facility to evaluate the technical content of specific terminal radar facility training courses and the success of complex skills enhancement workshops. Work usually includes a mixture of one and complex projects / programs based on trending safety issues, facility training needs, and the objectives of the Air Traffic Organization (ATO). This work contributes directly to the accomplishment of air traffic and other Federal Aviation Administration (FAA) objectives and the efficiency and effectiveness of air traffic operations.Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the organization. Manages the budget activities that support Team programs. Reallocates resources among projects / programs or requests additional resources, as needed. Oversees Team expenditures to ensure cost-effective support of programs and policies. Plans and communicates the Directorate's vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evaluates performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective / disciplinary actions, as appropriate. Possesses an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Actively promotes, supports, and participates in the Federal Aviation Administration (FAA)’s Equal Employment Opportunity and Diversity Programs.Applies advanced knowledge of complex terminal / en route air traffic control procedures and operations to provide skill enhancement classroom and laboratory training and instruction to air traffic facility operational ATCS. This knowledge is applied in directing the staff in identifying and meeting highly complex air traffic operational training challenges that often cross organizational boundaries throughout the ATO and that affect the accomplishment of FAA objectives.Contacts are primarily internal to the Directorate and the ATO with subordinates, peers, and higher level management to discuss the status of projects / programs and to plan for the future. Has frequent contact with air traffic facilities throughout the ATO. Has external contact with external stakeholders and representatives from national labor unions to interpret policies / procedures or for other project / program purposes. Prepares and coordinates responses to Congressional, Office of the Inspector General (OIG), Office of Management and Budget (OMB), and General Accountability Office (GAO) inquiries as required. Has authority to make commitments within guidelines.Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Identifies problem areas and develops and / or recommends new policies and procedures for resolution.Requirements Conditions of EmploymentUS Citizenship is required.Selective Service Registration is required for males born after 12 / 31 / 1959.Must submit an SF50 (See Required Documents). QualificationsCandidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG / GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE is defined as : Experience applying air traffic control procedures required to evaluate classroom and laboratory training and instruction for improving the success of skills enhancement workshops.You should include relevant examples of the specialized experience in your work history.
